Cambodia External Evaluation Consultant

EXTERNAL EVALUATION CONSULTANCY OPPORTUNITY, GFATM ROUND 5

ACTED-PSF is a French International NGOs working in Cambodia since 1991. ACTED-PSF has been implementing an HIV prevention programme for MARPS in Phnom Penh with support from GFATM Round 5 since September 2006. The project is reaching over 5,000 entertainment workers in Phnom Penh. Since the beginning of the programme no external evaluation has been undertaken. In the context of the closing of its programme, ACTED-PSF is now seeking for a team of qualified consultants in order to conduct an external program evaluation.

Main duties and responsibilities:

The main objective of the evaluation is to measure whether the programme has reached its objectives and could produce positive impact on target population as well as to analyse strength and weaknesses of the programme in order to produce recommendations for future ACTED-PSF interventions in the HIV prevention sector. This will include: - Assessing the quality of the intervention and identifying strengths and weaknesses of the programme. - Observing field activities, interviewing key staff and partners as well as beneficiaries. - Providing recommendations for the continuation of the activities after the end of the project. - Writing an evaluation report in English.

Minimum requirements:

Evaluation team could be one person or more. Minimum requirement for the lead consultant will be: - Master degree in relevant sector (Public Health or Social sciences), - Minimum of 5 year experience in Development Projects - Minimum of 2 year experience in conducting evaluations, - Good knowledge of STI/HIV/AIDS, situation in Cambodia and CoC site framework. - Fluent in English with very good writing skills

Location: Phnom Penh and Takmao city, Kandal province in Cambodia
