Project/Proposal Summary:

The overall goal of the Rule of Law Institutional Strengthening Program in Moldova (ROLISP) is to reduce opportunities for corruption in the judiciary through increased transparency and accountability. The purpose of this program is to strengthen the institutional capacity, transparency and accountability of key justice sector institutions (including the Superior Council of Magistracy and the Department of Judicial Administration) in order to guarantee the independence and increase the effectiveness and professionalism of the judiciary. By strengthening the stability and efficiency of institutions responsible for safeguarding democracy and the rule of law, including by strengthening the administrative and institutional capacity of the judiciary, USAID Moldova will contribute to an improved capacity and ability of the judiciary to respond to citizens’ needs.

Position Summary: The COP will be responsible for the overall management of the ROLISP program. This person will be the primary liaison with the Government of Moldova counterparts and provide the day to day contact with USAID. The COP will ensure the timely and effective implementation of project activities, and reporting on such activities and impact to USAID.

Responsibilities: • In collaboration with USAID, MSI, and the Government of Moldova, develop strategic approaches and technical guidance to implementation of program activities; • Provide technical expertise, with the project DCOP, in developing an independent, transparent and efficient system of court administration; • Provide technical expertise in the development of a cadre of well-trained judges and prosecutors, while improving the institutional capacity of Moldova’s National Institute of Judges;
• Support civil society efforts to monitor court activity and publicize citizen rights, including issues related to trafficking in persons; • Timely preparation of all required reports, including annual workplans, performance, monitoring and evaluation plans, monthly and quarterly reports and success stories; • Oversee office staff and manage the program budget; • Liaise effectively with USAID, other donors, other technical assistance projects, the Government of Moldova, and civil society.

Qualifications: • At least 12-15 years of demonstrated experience in the successful implementation of international development activities, that includes a minimum of 10 years in judicial reform or other areas relevant to ROLISP; • A degree in law or a graduate degree in court administration or other subjects related to ROLISP; • A demonstrated track record of progressively responsible managerial experience managing a complex portfolio that includes judicial reform activities; • Previous experience as a COP/DCOP for large and complex justice sector reform/court administration development projects and/or promoting progress in institutional reform; • Recognized ability to establish strong working relationships with officials at all relevant levels of host country governments, and at international institutions/other donors; • Other desired qualifications include: prior experience in CIS, and/or other Eastern Europe/Former Soviet Union countries; a proven ability to work collaboratively with USAID, MCC and/or other donors; and familiarity with the political and economic dynamics in which this project will be implemented; • Fluent English speaker. Strong Romanian or Russian language skills are a plus.
