1. Under the joint technical assistance program for Sierra Leone, the Arab Bank for the Development of Africa (BADEA) and the Islamic Development Bank (IDB) Group Investment Promotion Technical Assistance Program (ITAP) aim to help the Sierra Leone Export and Investment Promotion Agency (SLEIPA) outline a program for attracting foreign direct investments into the country and strengthen SLEIPA’s investment promotion capabilities which would be achieved by conducting a full-fledged investment promotion program for specific sectors with clearly defined project profiles. 2. Scope of Consultancy Services: The consultant will be required to identify sectors and sub-sectors in light of their potential to attract foreign investors. The scope of this assignment includes: a) Conduct competitive and comparative analysis of sectors – identifying at least 3 sub-sectors on the basis of competitiveness and beneficial impact; b) Identify administrative or infrastructural barriers for investing in these sub-sectors; and c) Preparation of approximately 60 project profiles in the identified sector and sub-sectors for promoting Sierra Leone to foreign investors. 3. Eligibility Requirements: A key requirement for qualification, in addition to possessing the appropriate academic and professional credentials, is to have successfully carried out similar type of Consultancy services assignments in the past 5 years. 4. The Request for Proposals (RfP) document shall be made available to the short-listed consultants not later than September 30, 2011. 5.
