Organizational Setting

The Office of Legal Affairs (OLA), which reports directly to the Director General, was established to provide legal services of the highest possible standards to the Secretariat and to the organs and bodies of the IAEA, as well as to Member States, regarding the implementation of the IAEA's activities. There are three Sections in OLA with responsibility for different areas of law: the General Legal Section, the Non-Proliferation and Policy-Making Section and the Nuclear and Treaty Law Section. The incumbent reports to the Head of the Non-Proliferation and Policy-Making Section.

Main purpose

Under the guidance of the Head of the Non-Proliferation and Policy-Making Section, the Legal Officer prepares legal opinions, legal instruments and documents, and provides legal advice on the application and interpretation of such instruments and documents.

Role

The Legal Officer is an active member of the Non-Proliferation and Policy-Making Section and provides high quality professional inputs to contribute to the support provided by OLA mainly to the Department of Safeguards, Secretariat of the Policy-Making Organs, Director General's Office for Policy and the Director General.

Partnerships

The Legal Officer collaborates with other officers in OLA and, in close consultation with the Head of Non-Proliferation and Policy-Making Section, prepares advice and guidance to senior managers in the Department of Safeguards.

Functions / Key Results Expected

  • Draft and review arrangements with Member States and international organizations on issues of non-proliferation and IAEA safeguards;
  • Support the IAEA's programme on legislative assistance for Member States in connection with safeguards and non-proliferation;
  • Carry out research in the area of non-proliferation and safeguards, at the request of the Head of the Non-Proliferation and Policy-Making Section.

Knowledge, Skills and Abilities

  • Sound knowledge of the relevant international instruments and national laws governing safeguards and non-proliferation;
  • Knowledge of the Vienna Convention on the Law of Treaties desirable;
  • Familiarity with IAEA safeguards;
  • General knowledge of IAEA activities;
  • Legal drafting skills.

Education, Experience and Language Skills

  • Advanced law degree with good academic record;
  • At least five years' relevant experience, including several years at the international level;
  • Proven ability to prepare legal drafts;
  • Admitted to practice in a national jurisdiction;
  • Excellent command of written and spoken English essential.
