Senior Economist - Green Growth OECD

The Economics Department (ECO) and the Environment Directorate (ENV) are looking for a Senior Economist to deepen the analytical underpinnings of the OECD Green Growth Strategy endorsed by member countries in May 2011.

The successful candidate will work under the joint supervision of the Head of the Structural Policy Analysis Division of the Economics Department and the Head of the Environment Integration Division of the Environment Directorate.

Job Duties

1. Planning, organisation and supervision

  • Supervise and co-ordinate green growth policy analysis for the Committees served by the Economics Department and the Environment Directorate as well as, in some cases, jointly with other committees. The exact topics covered will vary through time according to the Programme of Work defined by the relevant Committees, The work should lead to the formulation of policy recommendations, underpinned by sound economic theory and empirical analysis.

2. Analysis

  • Study the linkages between environmental policies and economic growth as well as between economic policies and the environment;
  • Apply frontier quantitative and econometric methods to empirically investigate the effects of environmental policy instruments on economic outcomes (e.g. employment and GDP growth) and the effects of macroeconomic and structural policies on environmental outcomes (e.g. the natural asset base and environmental services);
  • Contribute towards a framework for identifying across countries the most important policy priorities to achieve green growth objectives;
  • Provide the necessary analytical, empirical and data foundation, including through the development of cross-country indicators of environmental policies and outcomes, for application of such a framework to actual policy advice.

3. Drafting

  • Draft analytical documents and papers on green growth related economic policy issues, for consideration by Committees and/or Working Parties, or for publication;
  • Draft reports and articles summarising empirical knowledge, recent green growth economic developments, either for inclusion in the OECD documentation or for briefing senior officials.

4. Research collaboration

  • Participate in the general work of the Organisation, including scrutinising papers in preparation for the Economic Policy Committee (EPC), the Environment Policy Committee (EPOC), other committees and their Working Parties, elaborating medium-term scenarios, disseminating information on significant developments in the subjects or countries concerned, commenting on and making suggestions for model development and other quantitative and statistical work;
  • Undertake peer review of work produced elsewhere in the Organisation;
  • Participate in cross-directorate horizontal projects.

5. Liaison and outreach

  • Foster collaboration among the relevant policy communities both within and external to the Economics Department and Environment Directorate. Seek new synergies with other directorates of the OECD as well as with other IGOs
  • Maintain contacts with senior officials in national Administrations, other international organisations, and Paris-based Delegations.
  • Represent the OECD at outside meetings and promote Green Growth related OECD work at outside events (e.g. presentations at workshops, conferences, etc.), as necessary.
  • Respond to enquiries from Delegations, journalists and the general public.
  • Contribute to an effective communication strategy of the OECD’s work on Green Growth outputs by taking an active role in the dissemination of his/her work, including through media interviews and other communication events.

6. Project management

  • Ensure effective and efficent use of the human resources allocated to the activity. Provide effective supervision to staff that may be assigned to the work.
  • Ensure that effective and efficient use is made of technical and financial resources allocated to this activity area (central resources and voluntary contributions), Prepare required substantive and financial reports.

Qualifications: education, experience, communication and languages

1. Education and experience

  • An advanced university degree in economics, with specialisation in one of the following fields: applied economics or microeconomics, economics of growth, environmental economics or natural resources economics.
  • Eight to ten years' experience in applied economic analysis, policy advice and structural issues of OECD economies or some emerging economies.
  • Current familiarity with advanced quantitative and econometric analysis.

2. Key competencies

  • Sound knowledge of macroeconomics, applied microeconomics and econometric tools, as well as a knowledge of economic modelling.
  • Knowledge of the linkages between economic and environmental issues.
  • Familiarity with environmental issues and some knowledge of the international environmental agreements that impinge on the policy framework governing global public goods.
  • Ability to apply general economic reasoning to a wide range of policy issues and to propose innovative approaches to both policy analysis and formulation.
  • Experience in economic policy analysis acquired in a national administration, international organisation, economic research organisation or the like.
  • Sound knowledge of the economic problems and data sources of a number of member countries and major non- member economies.
  • Proven experience in managing projects involving teams of professional economists and research assistants.
  • Ability to establish plans and priorities and to advance initiatives with high energy and commitment as well as to adapt rapidly to new tasks, versatility and ability to deal with simultaneous requests.

3. Communication and OECD official languages

  • Excellent interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels in a multicultural environment;
  • Excellent communication skills, including the ability to explain economic issues and analysis in a manner understandable to experts and lay audiences alike;
  • Excellent knowledge of one of the two official languages of the Organisation (English and French) and proven ability to draft clearly and concisely in that language; good knowledge of the other. Knowledge of other languages, would be an advantage.
