Background / General description:


The Advisory Services in Public Private Partnerships Department of IFC provides advisory assistance, primarily to governments, on Private-Sector Participation in infrastructure and other public services, as well as the restructuring of state-owned enterprises. The services help to establish Public-Private Partnerships (PPP) through which governments can obtain increased services under budget constraints while benefiting from private sector expertise, management, and finance C3P in Sub-Saharan Africa today employs staff working on advisory assignments throughout the region. Their work is closely integrated with the rest of IFC s investment and technical assistance activities and plays an increasingly important role in the development of PPPs in Africa. Reporting to the Manager of Advisory Services in Public Private Partnerships, Africa Region, the Senior Investment Officer will carry out and supervise a wide variety of technical assistance assignments and formal, fee-based advisory mandates, the majority of which are in the infrastructure sector. This involves intensive relationship management with government and business representatives, the recruitment and management of external consultants, contribution to strategy formulation, as well as data management and knowledge dissemination. The position involves frequent regional and international travel. The Advisory Services in Public Private Partnerships Department of IFC is seeking to recruit a Senior Investment Officer based in Johannesburg. The position requires at least: 8-years experience in experience in project finance in Infrastructure, Public Private Partnership structuring or privatization; ; Experience in Energy projects, planning and/or management. Experience working with governments, particularly on Energy projects;; Experience in managing relationships with large commercial investors; Experience in successfully managing diverse project teams; Experience in managing multiple transactions.

Duties and Accountabilities:


These will include but not be limited to: Business development and client management Identify and develop new project opportunities within the Africa Region; Build and maintain strong relationships with clients and government officials to develop and execute advisory mandates; Lead or participate in several mandates simultaneously with different project teams; Act in the capacity of a project leader by taking the lead in the preparation and negotiation of client proposals, and overseeing internal approval processes; Transaction execution Oversee less experienced staff on project teams, ensuring quality execution, good client service, and development of staff; Assist in the design of TOR for specialized consultant support to project teams, and in the selection and management of consultants; Lead technical, legal, regulatory, financial and commercial assessment of advisory transactions; Participate and lead in the structuring of alternative solutions for client governments, which sustainably balance the needs of commercial investors and operators with the client s public policy objectives; Manage the drafting and negotiation of contractual and bidding documents such as concession agreements, shareholder agreements, etc. Lead the marketing of the transaction to potential investors; Manage the execution of competitive, transparent tender processes, and the resultant finalization of contractual agreements between investors and client governments; Leadership Meet individual business objectives and support the department meeting IFC s business objectives; Support the recruiting, learning and career development of less experienced staff; Play a strong role in managing sectoral and business know-how to help IFC maintain high-quality global service to its clients in this business; Assist the Director and regional sector managers in further strengthening the business.

Selection Criteria:


MBA or equivalent qualification; At least 8-years experience in business consulting, project finance and/or infrastructure economics, with good knowledge, networks and proven credibility in the Sub Saharan African business community and governmental organisations and institutions; Solid understanding of, and familiarity with, the Energy sector; power generation, transmission distribution and regulation policy; Deep understanding of infrastructure trends and key issues, and experience in working with different infrastructure sub-sectors; Experience and familiarity with regulatory, pricing, and other public policy issues related to infrastructure; Understanding of concession design and other risk allocation & mitigation structures; Understanding of public-private partnerships (PPPs) and different structures for engaging the private participation in the delivery of infrastructure services Excellent communication skills in English, both in written and oral; ability to convey ideas and positions clearly; Communication skills in French is desirable; Strong experience in the design, implementation and successful closing of transactions Motivated and enthusiastic about the opportunities and challenges of working in Sub Saharan Africa to achieve sustainable development.
