For more information, please visit www.ifc.org The Project: The Russia Renewable Energy Program (RREP) aims to reduce GHG emissions on a continuous basis by overcoming barriers to the development of sustainable renewable energy market in Russia by supporting the development of enabling policies, institutional capacity and market infrastructure, thereby unlocking opportunities for private sector investment. The Program has three broader objectives with several related activities under each objective, namely: Objective 1: Support the development of regulatory and legal environment addressing key legal and regulatory issues and in particular the incentive frameworks for renewable electricity. The major activities here will include (i) improving the information basis for policy development; (ii) support a multi-agency working group on renewable energy legislation; (iii) consultation, consensus building and awareness creation; and (iv) development of supporting policies and bylaws. Objective 2: Support capacity building and removal of barriers related to the market infrastructure for various renewable energy technologies, and the applicability of those in Russia. To ensure that the actions are not overly diluted these activities will focus on 2-3 selected regions. Activities include (i) renewable energy resource assessments, (ii) contract and legal support to investors; and (iii) building capacity amongst, and developing tools and processes to support various stakeholder groups within the power market. Objective 3: Increase renewable energy financing, addressing availability of financial products needed by renewable energy developers and investors such as long term or project financing and the requirements to enable these products to be offered on the market to independent power producers, and other investors/developers. Activities include: (i) supporting IFC and other players direct investment in this sector, and through partner financial institutions, and (ii) capacity building in the banking sector with selected banks. Key Program's expected outcomes/impacts are:
  • GHG emission reductions (CO2eq) (target: 5 million tons as a direct result of this project over a 20-year investment lifetime), indirect GHG emissions reductions estimated between 20 and 200 million tons lifetime.
  • Adoption of an enabling regulatory and incentive framework for renewable based power,
  • Total number of renewable energy projects reaching financial closure (target: 30),
  • Investment facilitated into renewable energy projects (target US$ 366 million),
  • New renewable power generation capacity installed (MWel) (target: 205 MWel),
  • Total amount of electricity additionally generated (GWh) from new renewable energy installations (Target: 770 GWh / year by 2015).
  • Duties and Accountabilities:


    The Technical Specialist will provide full support to the Program Manager in overseeing all technical aspects of Project implementation observing compliance with all donor obligations and agreements as well as all IFC and World Bank Group policies, standards, and processes:
  • Technical: o Provide Program Manager and program team with intelligence gathering updates on external developments related to renewable energy market development, strategies, technologies; stay abreast of best available technology and information related to various renewable energy technologies, economics, market entrants, manufacturers, generation and transmission issues and opportunities etc o Oversee the mapping of RES resources in the selected regions and advise on best practices methodologies for their assessment, and evaluation of most appropriate resources for development per region, based on select criteria (e.g. economic potential, transmission access, load base, etc) o Evaluate best practice toolkits globally (e.g. NREL) in order to develop a set of technical reference material which is publicly available to support the development of renewable energy in Russia; partner with appropriate agencies in developing this material in order to agree on a long term (and evergreen) home for such materials o Advise on technical aspects of RE Projects, assess technical risks, production capacity, CO2 emissions reductions and other environmental benefits o Undertake an assessment of transmission system status in selected regions where development of renewable energy is targeted o Develop toolkits for power generation players and IPP s to develop renewable energy projects o Develop specific toolkits for developers to undertake grid assessments and thermal screenings analysis in order to assess technical feasibility and constraints related to renewable energy generation and transmission/generation systems o Work with transmission and distribution authorities in order to determine particular problem areas which inhibit the development of renewable energy in critical areas and design solutions, which may involve investment opportunities for IFC/IBRD investment o Assist the TSO (Transmission System Operator) and DSO (Distribution System Operator) on accommodating intermittent power supply from RE sources into the grid o Develop technical standards for RE connection to the grid, including researching global best practice grid interconnection technical, financial and legal requirements o Develop templates for off grid and on grid RE projects detailing a step by step process from land use over obtaining licenses to eventual connection to the grid identifying the relevant authorities along the road o Provide support as needed to investment officers on due diligence related to technical evaluation of project design and proposals o Conceive possible simulation models for directing policy guidelines and write the TOR for outsourcing their development o Design and deliver (including delivery through train the trainer programs) training programs to raise awareness amongst financial institutions, and other relevant stakeholders including government, power sector players, internal stakeholders etc. o Provide other technical expertise and oversight as needed related to power generation, transmission, distribution, power market functionality including pricing mechanisms, renewable energy technologies etc.
  • General project management & stakeholder engagement: o Advise the PM on all technical aspects relevant for the project o Support relations with WB, EBRD and other IFIs as project partners; work collaboratively with other business lines who have core expertise to contribute – as well as with the donor organization as necessary in designing and executing certain project elements o Engage with various stakeholders including Independent Power Producers, project developers, financial institutions, government representatives both federal and regional, NGO s o Assist with managing stakeholder mapping for the project and ensuring the team maintains effective relationships and communication channels with all relevant key stakeholders
  • Communications & Outreach: o With the support of outreach experts, oversee activities related to increasing the awareness of project developers and expertise of designers on modern design solutions and technologies o Support the Program Manager and the team outreach advisor on developing and delivering various external engagement events throughout the life of the program o Contribute to the outreach strategy as well as content for delivery as needed
  • Managing consultants and procurement: o Assist in the design of the procurement plan for the Program for the technical components, and ensure on time delivery o Secure firms and/or short term consultants on an as needed basis, including: develop TORs, seeking out suitable candidates by leveraging local and global networks, developing selection memos, and working with HR and finance functions to execute per IFC policies and processes
  • Project reporting: o Provide input to the cyclical reporting requirements both according to IFC and donor guidelines o Provide input to the Program Manager in preparing the project management plan by providing specific planning for the technical components as described above, and evaluating progress of the technical project components against milestones and timelines
  • Knowledge and document management: o Systematically consolidate and analyze lessons learned from project implementation experience and share, along with subject matter technical knowledge, with team members and colleagues across the region and IFC globally o Ensure connectivity with other IFC or World Bank renewable energy projects within the region and globally; also ensuring cross learning with World Bank All of the above activities must be in compliance with IFC/WBG policies, standards, and processes.
  • Selection Criteria:


  • University degree (preferably in engineering) and a minimum of 7 years relevant experience
  • A deep understanding of the Russian electricity market
  • A technical understanding of Renewable Energy platforms
  • Hands on experience in the use of biomass for generating energy
  • Experience in forestry mining and wood waste collection
  • A clear command of the Russian grid, pricing zones and spread of generating capacity
  • Experience in working on advisory/energy efficiency/renewable energy projects
  • Demonstrated professional leadership and ability to work within a small team of professionals in the execution of major project components
  • Proven ability to conceptualize, design and implement major projects and to produce major/complex reports or studies
  • Ability to engage with various stakeholders, effective influencing skills and demonstrated diplomacy.
  • Strong presentation and written communication skills
  • Relevant experience working in the Central and Eastern Europe region
  • Knowledge of IFC reporting requirements, systems and procedures is a plus
  • Fluency in English; proficiency in Russian
