Senior Program Officer/Program Manager—Pakistan Program

The Washington DC-based Senior Program Officer/ Program Manager (depending on experience) will contribute to the planning, implementation and evaluation of democratic development projects in Pakistan in collaboration with field-based staff by performing the duties listed below.


Responsibilities

  • Provide assistance in day-to-day internal management of Pakistan programs.
  • Respond to NDI staff inquiries requiring functional or country specific expertise.
  • Contribute to the design, execution and evaluation of NDI’s projects for Pakistan in collaboration with local partners, in-house experts and external experts and advisors.
  • Monitor the work plan and delivery of outputs for the Institute’s five-year, USAID-funded political parties development program and its two-year FATA reform program funded by the British High Commission. Support field in monitoring and evaluation of program progress and impact. Prepare quarterly program reports for donors.
  • Monitor annual budgets for Pakistan program; provide a full, accurate and timely accounting of all funds.
  • Monitor political events for assigned country’s/programs.
  • Maintain collaborative relationships with international democratic development organizations, civic organizations in the U.S. and the region, national and international news organizations, political party networks and partners, and NDI’s network of volunteer trainers and experts.
  • Serve as NDI representative at local and international conferences and meetings and assists with NDI’s public outreach.
  • Provide edits on department generated documents.
  • Travel to Pakistan to assess political developments and new opportunities and evaluates current projects.
  • Supervise, guide and mentor junior staff in the D.C. office.


Experience Required

  • Bachelor’s Degree, preferably in International Relations or related subject; graduate degree strongly desired
  • Minimum of six (6) years relevant work experience (Senior Program Officer) or eight (8) years relevant work experience (Program Manager) in international development, community organizing, political campaigns, organizational development, legislative affairs, or impressive experience at NDI. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Living or working experience outside of the U.S. preferred
  • Strong writing skills, clear and persuasive and experienced enough to edit all types of team documents
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers
  • Excellent oral communications skills to effectively present information, respond to questions and negotiate
  • Competency in one or more areas of NDI’s functional programs, a plus, in addition to a highly developed knowledge of the assigned region’s political environment and people
  • Analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts
  • Functional network of significant contacts and political leaders
  • Ability to manage, lead, inspire and motivate staff where results are clearly beneficial
  • Experience in program design and how to strategize
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Seasoned budget and accounting skills
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach
