YEMEN: RESIDENT SENIOR PROGRAM MANAGER, POLITICAL PARTY STRENGTHENING

The National Democratic Institute for International Affairs (NDI) seeks a Resident Senior Program Manager, Political Party Strengthening to develop, coordinate and conduct consultations and trainings with political parties, movements and actors in Yemen. The Senior Program Manager will develop individualized training plans, in consultation with partners and the Resident Country Director. The applicant should possess international experience and in-depth knowledge of political party structures and policy development, as well as campaign experience. The position is based in Sana’a, Yemen, and is an unaccompanied position.


Responsibilities

  • Lead the implementation of NDI’s political party strengthening programs in Yemen, in consultation with the Resident Country Director;
  • Provide consultations and trainings on strategic planning, organizational development, policy and platform development, message development, public outreach, volunteer recruitment, coalition building, issues research, GOTV, and campaign organization;
  • Develop and maintain relationships with key political and civic actors, government, and the donor community;
  • Develop specific initiatives to promote the role of women and youth within political parties and movements;
  • Contribute to effective program monitoring to ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Draft and submit accurate and timely field reports that detail program activities, monitor and evaluate program results and provide analysis of political developments; and
  • Supervise assigned local staff and foster their professional development.


Experience Required

  • Bachelors Degree, preferably in International Relations, political science or related subject, graduate degree preferred;
  • A minimum of ten (10) years of experience in relevant work as a political party trainer or working with political parties at the state/provincial or national level. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis; and,
  • Experience in democratic governance development, preferably with political party organizations;
  • Demonstrated work experience in program management;
  • Experience working in a conflict environments and in a multi-cultural work environment and promoting staff development;
  • Experience in program design and implementing effective programmatic strategies; and,
  • Living/working experience outside of the US preferred.

  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, members of donor organizations, and funders;
  • Demonstrated training and workshop facilitation skills;
  • Superior oral communications skills to effectively present information, respond to questions and negotiate;
  • Demonstrated ability to work effectively with senior political and civic leaders, as well as members of the donor and diplomatic community;
  • Ability to communicate skills and experience to others as a trainer and advisor and to transfer skills and knowledge to others through training facilitation;
  • Excellent managerial, interpersonal and networking skills, as well as the ability to conduct professional political relationships;
  • Exceptional analytical skills for interpreting complex program and political issues ;
  • Superior writing skills; clear and persuasive written communication. Ability draw upon vast previous experiences to effectively and credibly edit all types of team documents;
  • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
  • Ability and willingness to effectively and appropriately handle stressful living and working conditions, periodically having to travel to remote and difficult locations;
  • Ability to develop and execute effective program design and programmatic strategies;,
  • Working knowledge of PC-based word processing and e-mail technology; and
  • English fluency; Arabic language ability highly desirable.
