Duties and Accountabilities:


Strategy & Operations
  • Manage the monthly preparation/dissemination of the LAC AS Operational Scorecard which is used in monitoring progress against strategic plan (budget, staffing plans, results against strategic focus targets such as development effectiveness, reach results, climate change, IDA, etc).
  • Monitor operational efficiency of the AS business and implement measures to improve efficiency (staff productivity, processing time for key operational activities, etc). Recommend appropriate deployment of staff, consultants and other resources in support of program/projects delivery.
  • Provide support to LAC RHAS in the strategy development process and in the implementation of the AS strategy in terms of data compilation of results to date and projections going forward.
  • In coordination with RHAS and the regional strategy unit, facilitates development of integrated Advisory/Investment services solutions to maximize development impact in LAC region. Portfolio/Pipeline Management
  • Manage the overall pipeline and portfolio tracking and measure progress against performance metrics (IDGs, prior year strategic priorities, pricing, performance ratings, staff productivity vis-à-vis time charging to project/program work, spending levels, fit against strategic focus measures, etc).
  • Work with Regional Business Lines Leaders, program managers or Task Leaders in recalibration of portfolio as needed (restructuring of programs/projects, early closures of non-performing/risky projects, terminations, implementation of independent evaluation recommendations, etc).
  • Manage the regional portfolio review process, including development of materials, recording of meeting minutes and overall coordination of follow-up on action items.
  • Manage the annual client survey process.
  • Serve as Regional Focal Point in the implementation of Advisory project related institutional policies/procedures (new systems, policies/procedures, etc), including compliance tracking and training of AS champions/staff.
  • Participate in the global AS Portfolio Management network, providing regional feedback into portfolio developments and implementation of global portfolio requirements in the region.
  • Serve as proxy to RHAS and RBLLs, as needed for project processing activities. Quality Assurance
  • Monitor and evaluate quality standards and performance of the LAC regional AS portfolio as per IFC s monitoring and evaluation framework.
  • Provide support to RBLLs and AS project teams in designing projects and programs for achieving development impact and strategic goals.
  • Provide guidance and oversight throughout the project cycle: concept clearance, project design, early review, approval, supervision and project closure to ensure quality assurance in the implementation and documentation of Advisory projects in LAC. Resource Management (funding/staffing) Partner with Finance, Procurement and HR functions and serves as operational link to ensuring AS business needs addressed in terms of:
  • Reporting on funding needs/status for Advisory portfolio and pipeline activities.
  • Monitor project budgets, AS staffing by BLs, individual consultants and consultancy firms.
  • Progress on staffing in line with regional staffing plans.
  • Establishment of a training/development process for Advisory staff, if needed. Donor Relations - Partnership Coordination
  • Provide support to Donor Relations team via tracking status on follow-up items with donors, consolidation of donor priorities with a regional or programmatic approach. Ensure support from RBL teams for timely delivery of donor reports and development/enhancement of donor reporting formats.
  • Monitor donor/partner strategic priorities in relation to pipeline activities and coordinate with Donor Relations team the LAC AS priorities in fundraising activities, such as: new proposals and country/sub-region specific descriptive pipeline document.
  • In collaboration with Regional Financial Controller track status of administrative agreements post donor approval to fund and monitor fundraising progress against FY targets.
  • Partner with Donor Relations team in the management of annual donor meetings process: materials preparation, minutes/action items resulting from donor meetings,
  • Partner with M&E and Communications functions in the regional effort to communicate development results, regional strategies, etc. to external and internal stakeholders. Other
  • Work with Regional Financial Controller and HR in the development of any new procedures affecting operational staff (i.e. authorization matrix, recruitment process, etc).
  • Oversee periodic operational reporting for decision making and progress monitoring.
  • Manage the advisory operational risk assessment process, including implementation and follow-up.
  • Coordinate periodic regional advisory leadership meetings.
  • Work with regional management in the implementation of any operational organizational changes.
  • Travel as necessary in the region; and undertake ad hoc tasks assigned by RHAS.
  • Selection Criteria:


    Requirements
  • Masters degree in economics, business administration, economic development or related field.
  • Minimum ten years of experience in development impact measurement, strategy formulation, quality control and/or evaluation of program/projects.
  • Prior experience in an international organization, World Bank group, is preferred. Competencies and Skills Required
  • Ability to think strategically and to develop innovative solutions in combination with strong analytical skills and tactical approach.
  • Demonstrated technical skills and knowledge in monitoring and evaluation of programs and projects.
  • Understanding of private/public sector development challenges in LAC region.
  • Demonstrated experience/expertise in analyzing development economic issues.
  • Excellent interpersonal skills and ability to work with a range of stakeholders
  • Effective communication skills to a variety of audiences at different levels.
  • Leadership and ability to build effective partnership with internal and external partners.
  • Excellent English and Spanish written and spoken communication skills.
