CARE - TECHNICAL ADVISOR - LEARNING, IMPACT & COMMUNICATION

CARE is seeking an experienced M&E or knowledge management professional with expertise and/or interest in graduation models to support food security and more secure livelihoods for the world's poorest women farmers. This position is ideal for any qualified candidate passionate about supporting and learning from multi-country programming focused on women's empowerment through agriculture, linking the forefront of financial inclusion, value chain programming, sustainable agricultural development, social change and gender equity programming in innovative and powerful new ways.

The TA Learning and Impact will support CARE's newly launched Pathways Initiative, which will operate in Ghana, Mali, Bangladesh, India, Tanzania and Malawi with links to other CARE Food Security programs. In this capacity, the selected candidate will be empowered to work with colleagues from across the globe and external M&E partners to design appropriate, simple monitoring tools that enable ongoing learning, performance monitoring and improved design. The candidate will have the opportunity to travel extensively, providing hands on support to individual teams and be responsible for supporting the global learning agenda through documentation, in-person learning events and facilitating peer-to-peer exchanges in the field. As Pathways is a learning initiative with an intense focus on innovation, the TA Learning and Impact will be given substantial leeway to devise new methods for monitoring program performance and understanding CARE's impact. Beyond this, the candidate will be directly engaged in the Pathways impact evaluation, gaining experience in for measuring contributions to systemic change.

This position is ideal for a young or mid-level professional with experience working in developing countries to design and implement M&E systems for projects related to market development, financial inclusion, agriculture or food security. The candidate must have experience and/or a clear commitment to learning how to integrate gender equity into all aspects of their jobs and must have experience working in developing countries in close partnership with project implementation teams. Most importantly, the candidate must be dynamic, entrepreneurial, a quick learner and excited about the prospect of joining a fast-moving, highly-focused global team working to test graduation models that support women's empowerment and food security.

Position Requirements / Preference:

Bachelor’s Degree in related subject matter required; master’s degree in related subject area or equivalent in practical experience preferred.

3-5 years of experience working on related development programs required; 5-7 preferred.

International work experience required; experience in one or more of the Pathways countries preferred.

Proficiency in a second language preferred. Proficiency in a language of a Pathways country particularly valuable.

Monitoring and evaluation methods knowledge required. Expertise in particular quantitative or qualitative methods preferred.

Demonstrated ability to learn quickly, take initiative, and act entrepreneurially required.

Demonstrated commitment to promoting gender equity in the work.
