Development Food Assistance Program (MYAP) Deputy Chief of Party (DCOP), Haiti

World Vision (WV) is one of the largest implementing partners to the United States Agency for International Development/Office of Food for Peace (USAID/FFP) and currently implements multi-sectoral food security programs in approximately 22 countries in Africa, Asia, and Latin America & the Caribbean. The total value of its food security portfolio is estimated at approximately $200 million per year. These programs are typically $25 to $80 million in value over a period of 3 to 5 years, although one year emergency programs are possible. WV is developing a grant application for a 5-year, multi-million Development Food Assistance Program (DFAP, formerly Multi-Year Assistance Program or “DFAP”) in Haiti. As such WV is soliciting applications from experienced candidates to serve as Deputy Chief of Party for this DFAP. The DFAP is likely to be a health/nutrition, agriculture, and resilience focused food security program in several departments of Haiti.

The Deputy Chief of Party (DCOP) will assist the Chief of Party (COP) in ensuring overall coordination, implementation, and supervision of all WV Haiti DFAP resources and operations. S/he will have day-to-day responsibility for the management of all program activities and staff, including long-term and short-term personnel. Key areas of focus will include staff capacity building, monitoring technical soundness, oversight of program activities, and reporting. The DCOP should embrace the shared USG/WV vision for the project and effectively manage available financial and human resources to make that vision a reality. The DCOP will support the COP in ensuring achievement of program objectives.


The DCOP is charged with supervising a professional team in the accomplishment of the program strategic objectives and intermediate results, in a complex implementation context. S/he must have a broad vision/strategy linked with a sound ability to get things done. The DCOP has overall responsibility for managing DFAP activity planning and implementation, monitoring & evaluation (M&E) efforts, and commodities (including monetization and direct distribution logistics). S/he is also responsible for working with the COP to provide strategic leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program. The DCOP supports the COP in representing the program to local USAID Mission and other in-country Cooperating Sponsors, international and national program/consortium partners, and the Government of Haiti (GOH) and its relevant line ministries, UN Agencies, and other stakeholders.


KEY RESPONSIBILITIES:


    Operations
    • Develop a comprehensive operational plan and ensure coordination, implementation and supervision of all program activities.
    • Supervise the day-to-day activities of the DFAP, ensuring that all program intermediate results are met through proper detailed component planning, staffing, and results-driven implementation.
    • Oversee progress in DFAP activities’ implementation, through regular field visits and staff meetings.
    • Coordinate with the financial, logistics, and other staff for efficient support to DFAP goals.
    • Participate actively in planning within the central office and regions where the DFAP is being implemented.
    • Identify opportunities for synergy and ensure integration across DFAP program sectors, with other WVH programs and/or with other service providers to maximise impact for beneficiary households and communities.
    • Ensure that the program is implemented according to its design, quality standards, and schedule.

    Monitoring & Reporting
    • Monitor all sectorial (health, agriculture, and resilience) and management functions (including the monitoring system) to provide leadership and technical guidance to improve overall operations.
    • Efficiently and effectively report to the COP any problems within the DFAP and support him in addressing them in a highly satisfactory manner.
    • Work with COP to evaluate program performance and adjust management plan as needed to improve achievement by conducting surveys, operations research studies, and rapid appraisals.
    • Ensure strong integration of gender, do no harm, and accountability to communities (as defined by the World Vision Humanitarian Accountability Partnership), including greater participation of community stakeholders, regular communication to communities, and systematic collection of feedback.
    • Establish and maintain effective project communication systems and knowledge management, including reporting, assessment, and evaluation. Work with COP to submit to WVUS timely, accurate, and professional program reports, including lessons learned and best practices, which meet donor requirements and WV standards.
    • Coordinate the preparation of monthly/quarterly reports and ensure quality and timely submission to the COP.

    Human Resources
    • Coordinate hiring process for program management level staff.
    • Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and local Haitian laws.
    • Ensure and invest in proper technical capacity of the program staff to manage complex USG funded projects.
    • Establish leadership and personal credibility and implement and support clearly understood chain of authority and accountability.
    • Help ensure that relationship within the program is positive by planning and facilitating regular staff meeting including field and central office support services.
    • Organise and direct the work of DFAP staff and short-term advisors. Provide supervision, training and performance appraisals for staff under his/her supervision.
    • Develop in consultation with the COP a staff training plan to continuously reinforce the staff capacity and upgrade their skills to handle relevant tasks.
    • Support each employee in preparing his/her development plan.

    Sub-grantees & Contractors
    • Assist the COP in supervising sub-grantees and contractors, contributing to their capacity building as needed, and ensuring the quality of their work and their compliance with Donor and WVH and WVUS requirements.

    Representation & Coordination
    • As assigned, represent the DFAP to USAID, GOH, UN and other appropriate bodies.
    • Coordinate with other WV and/or USAID-funded in-country programs and partners to ensure synergy. Attend countrywide sectorial meetings with other CS partners and other NGOs to coordinate efforts and present/discuss issues and/or strategies to improve program implementation.

    Food & Finances
    • Work with the commodity management team to ensure effective commodity management of the program, including monetisation.
    • Maintain strict oversight over food commodity and cash resources.
    • Work with COP to manage DFAP budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS IPG headquarters staff.
    • Support COP in ensuring program expenses are reasonable, allocable, prudent and spent in accordance with donor rules and regulations to ensure clean A-133 audits.
    • Work with COP and WVH procurement team to oversee property and equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.

KNOWLEDGE, SKILLS & ABILITIES:
    Required
    • A Master’s degree in Agriculture, Health, Nutrition, Business, or another field directly related to the program summary above.
    • A minimum of five years of overseas international management experience, preferably in administering USAID and/or Food for Peace programs is required, with a preference for two years experience overseeing USG food aid programs (Title II or USDA).
    • Proven ability to manage integrated, multi-sectoral technical assistance teams.
    • Familiarity with U.S. Government (USG) food aid legislation and regulations.
    • Proven ability in the management of large integrated programs in developing countries.
    • Familiarity with USG food aid programs and the relevant legislation.
    • Mastery of USAID regulations governing such programs.
    • Ability to integrate teams of professionals around common goals.
    • Demonstrated accomplishment in collaboration with host-country professionals, ministries, and with donor colleagues in country.
    • Leadership of large and diverse teams.
    • Diplomacy, strong presentation skills--oral and written.
    • Excellent computer and internet skills are required.
    • Strong skills in financial, personnel, and process management.
    • S/he will also have sound abilities in short and long-term planning (including strategic planning), conceptualising, and advocating within such integrated programs.
    • S/he must be able to demonstrate the ability to manage both up and down in the chain of command.
    • English and French (or, preferably, Haitian Creole) fluency is an absolute requirement for the post.
    • S/he must be willing to travel frequently and work under sometimes difficult circumstances, able to work under pressure and succeed in a demanding environment, and adaptable to rapidly changing contexts and urgent situations.

    Preferred
    • Ideal candidates would have an additional expertise (two years or more) in one or more of the following areas: Haiti’s food security programming, maternal/child health & nutrition, grants/compliance, food commodities/logistics, disaster risk management, and/or gender.
    • Experience as a DCOP, COP, or senior expert advisor desired.
    • Experience managing subgrants and contracts under grants for complex projects is desirable.
    • Previous employment with a variety of international cooperating sponsors and/or USAID is a plus, as is work within those entities’ headquarters office
