Objectives

The role of the EADI/ECON Knowledge & Information Services Division is to provide and manage knowledge information and learning products tools and new initiatives, in particular in virtual and internet format, to support the operations, research and management activities of the Bank. This entails in particular:

  • To contribute to the Bank’s capacity building activities in RMCs.
  • To contribute to the improvement of project implementation through training.
  • To contribute to knowledge management and dissemination in Bank’s regional member countries.

Duties and responsibilities

Under the general supervision of the Director, EADI, the Manager shall have responsibility for:

Spearheading Bank’s move towards a structured and sophisticated capacity building approach that stretches beyond mere training, as provided for by the Bank’s capacity development strategy

  • Provide leadership in conceptualizing, initiating, developing, and updating of research on capacity development in Regional Member Countries.
  • Coordinate the work with Bank organizational units and Field Offices to develop a community of practice in capacity building
  • Provide leadership in reviewing and evaluating capacity building policies, strategies, and programs for Bank-funded operations in Regional Member countries.
  • Coordinate the editing, printing and publishing of EADI knowledge products including books, journals, briefs, as well as research papers on capacity development.

Providing leadership in the implementation of the Learning Management System, in coordination of other relevant Units of the Bank and the LMS provider to deliver e-Learning courses and distance access learning documents to Bank Staff (Headquarters and Field Offices) and registered participants in the RMCs and partner development institutions through the EADI/CHRM Learning Management System.

  • Coordinate the identification and design of distance learning training as a response to the needs priorities expressed by the Bank’s and ECON high level management.
  • Provide guidance in the development of a standard navigation structure and format so that materials and resources become available in electronic (CD-ROM) and on-line formats to Regional Member countries with different levels of technology access and usage skills.
  • Create a database of teaching and learning materials and resources available from ADI and collaborating Units and Departments of the Bank and other partners.
  • Strengthening internal and RMCs capacity to use standard navigation structures and formats in production of future materials.
  • Provide guidance in the design and drafting of an annual e-learning program, as well as other strategic documents.

Providing leadership in knowledge collection and dissemination in areas relevant to Bank’s activities and policy dialogue in Regional Member Countries

  • Maintain and strengthen collaborative arrangements with regional and international partners including libraries, research centers and information institutions of Bank’s sister development organizations
  • Establish cooperation arrangements with Bank’s sister development organizations on initiatives to establish a consortium of Digital Information Database for Development
  • Foster and enhance the dissemination of ECON knowledge products and e-learning materials and electronic publishing internally and externally via mail, uploads on the website, and exhibitions.
  • Enhance the circulation of information materials (Borrowing facilities) including newsprint services to senior management and Board members
  • Establish the market of ideas and oversee the management, design and update of EADI internet site.

Developing a strategy for leveraging the various sources of financial resources for e-learning and knowledge dissemination activities

  • Work in collaboration with the Resource Mobilization and Partnership Unit to identify bilateral sources of funds for e-learning
  • Foster and enhance relationships with international, regional and national e-learning institutions
  • Identify partners that can finance capacity building activities of the Bank

Selection Criteria

  • A PhD degree or its equivalent in Economics, Macroeconomics or Development Economics and broad knowledge of development issues gained through advanced study and professional experience.
  • A minimum of 8 (eight) years of highly relevant work experience in capacity building, preferably in more than one international or regional renown development institution.
  • Substantial track record of operations-related publications, preferably in the area of capacity development
  • Proven ability to work in synergy with other departments of the Complex to foster the implementation of the knowledge management and Development Strategy of the Bank
  • Excellent computer skills and good understanding of the Bank Group’s capacity development strategy
  • A good understanding of the Bank’s diverse development challenges and ability to determine the gap in the knowledge and skills in the Regional Member Countries, and ability to anticipate future needs and development trends and respond appropriately and proactively
  • Good knowledge of the African continent, capacity building and the training needs of the Bank Regional Member Countries
  • Ability to provide leadership in conceptualizing new knowledge products, applying new approaches and innovation to training, designing training programs, curriculum planning, development, and sequencing of learning events
  • Good understanding of Bank Group’s procurement procedures for the recruitment and management of consultants
  • Proven ability to undertake capacity profiling, evaluate capacity development, and develop a sophisticated approach to capacity development that stretches beyond mere training.
  • Strong communication and interpersonal skills; cultural sensitivity; creativity and strong client orientation; influential position towards partners and knowledge networks; excellent people-management skills, and high level of authority and judgment.
  • Excellent verbal and written communication skills in English and/or French, with a good working knowledge of the other language.
  • Competence in the use of Bank standard software (Word, Excel, SAP, PowerPoint) and usual econometric packages (e.g.: Eviews, Stata).
