Education Specialist (Access) in Zimbabwe

Vacancy Notice No. Zim/2012:17, Education Specialist (Access), at NOC Level based in Harare, Zimbabwe (Fixed Term Post)

Purpose of the Job: The incumbent is accountable for planning, implementing, monitoring and evaluation programme(s) to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives. He or she will ensure that Education Programmes are accountable for identifying gender inequalities in education, and for developing innovative approaches and programmes to eliminating these inequalities. The role also ensures that monitoring mechanisms are in place to track progress towards disparity reduction goals and targets in Education.

Major Tasks to be accomplished: • Enhancing effective programme, sectoral and inter-sectoral planning, development and management by guiding and supporting the timely finalization and implementation of education strategic plan as well as the access to education programme and its periodic update through accurate and complete monitoring and analysis. • Promoting knowledge management by drafting or finalizing sectoral documents and reports such as the short and mid-term sub-sector plans, annual reports and annual plans of Action. • Promoting the quality of rights-based Education programming by ensuring that specific attention is made to address the barriers that prevent the excluded and the most vulnerable groups to access quality education. • Participation in major monitoring and evaluation exercises, programme reviews and annual sector review meetings with government counterparts. • Support a national school mapping exercise to identify school needs and strategic areas of intervention to improve access to education for all.

Qualifications and Competencies • Advanced degree in one of the following disciplines: Education or a Social Science field relevant to international development assistance. • At least 5 years relevant professional work experience at national levels in field programmes relevant to social sector programmes. • Expertise in a range of statistical software packages. • Ability to work in a multicultural environment.
