Election Adviser, OSCE

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

ODIHR is the leader in Europe and Eurasia in the field of election observation. It co-ordinates and organizes the deployment of election observation and assessment missions every year to assess whether elections in the OSCE area are in line with OSCE commitments, other international standards for democratic elections and with national legislation. Its unique methodology provides an in-depth insight into all elements of an electoral process. Through assistance programmes and projects, ODIHR helps participating States to follow up on its recommendations in order improve their electoral processes.

Tasks and Responsibilities

Under the supervision of the Deputy Head of the Elections Department, the incumbent will be responsible for:

Planning, deploying and co-ordinating Election Observation Missions, Limited Election Observation Missions, Election Assessment Missions and Expert Teams;
Acting as a desk officer for a portfolio of countries, follow electoral, political and legal developments;
Reviewing and editing election-related reports, including reviews of election legislation;
Planning and participating in and/or leading Needs Assessment Missions;
Planning and participating in follow-up visits to election missions;
Planning and implementing technical assistance projects and providing electoral expertise;
Attending conferences and providing briefings on the activities of the Election Department and observer trainings;
Performing other duties as required.

Necessary Qualifications

Advanced university degree in political science, public administration, international affairs, law or a related field;
Six years of professional work experience, including research activity in related fields and/or experience at the international level;
Excellent election related expertise and good knowledge of the international and regional standards for democratic elections;
Political intuition; communication and organizational skills;
Ability to analyze and identify shortcomings in the electoral law of participating States and propose solutions;
Ability to work with minimum supervision and in a team;
Strong interpersonal skills;
Professional fluency in English, including good drafting and editing skills; knowledge of Russian or other OSCE working languages would be an asset;
Courtesy, tact and ability to establish and maintain effective working relations with people of different national and cultural backgrounds, whilst remaining impartial and objective;
Gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Willingness to travel often on short notice and to various locations in the OSCE regions.

Remuneration Package

Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 4,640 (single rate) and approximately EUR 4,970 (dependency rate). OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organisation contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
