Global Pre-positioning Resource Network Logistics Advisor
The purpose of this position is to support the GPRN emergency logistics team (ELT) as a logistics advisor during disaster preparedness activities and logistics manager when deployed to an emergency operation.
The position will focus on conducting logistics preparedness activities to include regional emergency logistics response training, national logistics capacity assessments, and; research and development of logistics operations systems.
During a disaster response, the post holder will deploy as a member of the Emergency Logistics Team, and will be responsible to perform all necessary training and qualification upkeep to deploy in the capacity of a Logistics Manager.
KEY RESPONSIBILITIES:
- Serve as the GPRN emergency logistics advisor for an assigned HEA region:
- Based on assessments, assist the GPRN team in relief supply prepositioning analysis of suitable regional and national locations.
- Maintain technical familiarity with GPRN stock and help to ensure that capacity exists to train [technical] members of Regional Disaster Management Teams (RDMTs) on the use and set-up of such items.
- Assist in the development of emergency logistics training materials and participate in regional disaster preparedness and mitigation training/capacity building exercises as appropriate.
- Conduct National Office emergency Logistics Capacity Assessments. Assist in the development of methodology and assessment reports. Train National Office logisticians to conduct emergency logistics capacity assessments and to build logistics preparedness plans.
- Provide coaching and mentoring for at least one national office logistics staff member.
- Analyse ‘lessons learned’ following an emergency response and develop, or update, best [logistics] practices to ensure effective future emergency response. Furthermore, based on this analysis, develop and/or update generic proposals that are focused on emergency supply chain and program/project establishment.
- EMERGENCY PREPAREDNESS
- In support of the GPRN-NFI Operations team and Response Team develop comprehensive logistics support plans and related cost estimates. This may include the negotiation of appropriate contracts and the activation of logistics framework agreements (which should already be in place through GPRN or the Global Procurement Office) for the provision of essential goods and services.
- Develop logistics operations proposals related to emergency program start up. Requirements to consider will include procurement, office/accommodation establishment, warehousing, personnel and supplies / emergency NFI transportation, power and utilities etc.
- Oversee the implementation of the Emergency Response Logistics System (ERLS) and introduce appropriate local procurement, supply chain management and, if required, fleet management systems.
- Oversee the implementation of systems for the correct operation, maintenance and repair of any physical plant (vehicles, generators and other equipment as necessary). Ensure that personnel assigned to operate such equipment are trained to do so.
- Ensure that inventories of WV assets, equipment and supplies are maintained and that high-value items are insured as appropriate and feasible.
- Contribute to the development and maintenance of relevant databases, checklists and other management tools.
- Maintain close contact with counterparts, GPRN, Global Supply Chain Management, government entities and NGO’s related to logistics operations in order to effectively coordinate and support emergency efforts.
- Assist human resource staff with the recruitment of all logistics personnel. Oversee logistics operations and implement staff training programs as necessary.
- Provide advice to the Response Manager on logistics operations and support the security team on evacuation arrangements for personnel, major mobile assets and critical documentation. If necessary, ensure that appropriate levels of life-support materials are maintained for program staff. For example, food stocks, water, medicine, blankets etc.
- Ensure that an adequate level of WV signage, posters and program identification is supplied to an emergency site. Maintain a stock of signage for program growth and replacement.
- Liaise with Field Logistics Cluster to ensure use of common services if necessary during emergency operations.
- Attend and participate in chapel and devotional meetings.
- DEPLOYED LOGISTICS MANAGER
KNOWLEDGE, SKILLS & ABILITIES:
- Bachelor’s degree or equivalent experience. Broad logistics experience;
- 5 years minimum experience in disaster logistics operations
- Demonstrated understanding and procurement, supply chain management, preparedness and logistics concepts
- Understanding of Aid organisation structures and operations
- Ability to work with minimal supervision and possess a willingness to make autonomous decisions
- Strong ability to effectively problem-solve
- Strong communications ability, both written and verbal, and good interpersonal skill that support collaborative work and relationships with co-workers
- Strong report writing skills
- Willingness and ability to travel (international and domestic) as frequently as required
- Ability to work overtime and/or different shifts as needed to meet global business needs
- Courtesy, tact and ability to work with people of different national and cultural backgrounds and to gain assistance and co-operation of others in a team through the demonstration of technical leadership.
- Strong knowledge and experience in using computer applications including word processing, spreadsheets, and databases.
- Ability to work with a reasonable level of comfort in security risk situations.
- 2 years experience in other cultural environments
- Values Diversity and people capacity building.
- Knowledge of Humanitarian Action and World Vision standards and International Codes of Conduct.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardships.
PREFERRED: - Knowledge of a second language such as French
