The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD). The OECD is a unique forum where the governments of 34 market democracies work together to address the economic, social and governance challenges of the globalizing world economy. Both the OECD and the IEA seek opportunities to work with an increasing number of non-members of growing importance to the world economy.

The position is located in the Country Studies Division of the IEA. The main responsibility is to directly manage the Agency’s in-depth reviews of member-country energy policies. Every five to six years, the energy policies of each Member country undergo an in-depth review by their peers. The reviews, published in book form by the IEA, provide policy analysis and recommendations to experienced policy makers and stakeholders as well as general information for non-experts. The successful candidate will possess a broad and excellent understanding of energy policy, as well as excellent management, coordination and communication skills.
The Division Head has line-management responsibility for the division budget and will lead a team of enthusiastic professionals whose visible outputs are the in-depth reviews. The work of the Division draws on resources from across the Agency and so she/he will work in close collaboration with staff from all Directorates.
Main Responsibilities
1. Management
  • Manage the core outputs of the Division to ensure their timely delivery and consistency with other outputs of the Agency, in particular the production of high quality In-Depth Energy Policy Reviews and provision of relevant input to IEA products managed by others.
  • Maintain close relations with IEA Member countries and provide timely and high-quality briefing materials for the IEA Executive Director and other senior managers upon requests through efficient coordination with other divisions of the Agency.
  • Manage a diverse team of highly-qualified, enthusiastic professionals (desk officers, statisticians and support staff) and accept accountability for the quality, timeliness and relevance of the Division’s outputs including to the process of improving the quality and cost-effectiveness of the in-depth review process.
  • Make a personal contribution to these outputs by providing intellectual leadership and building a collegiate and productive working atmosphere in the Division. This will include coaching and development of staff, and winning and managing resources to support the work of the division.
  • Lead the strategic design and implementation of the IEA work programme in respect of in-depth reviews for member countries and non-member countries and contribute to the development of the wider Agency work programme.
  • Under the guidance of the Deputy Executive Director of the Agency, serve as the Secretariat for the IEA’s Standing Group on Long Term Co-operation (‘SLT’ Committee) and support its work including preparation of the agenda and high-quality documents in conjunction with other offices throughout the Agency. Facilitate dialogue, liaise with the SLT chairperson and bureau, build consensus and encourage productive meetings with active exchanges of views among delegates.
2. Co-ordination, liaison, representation, dissemination
  • Establish and maintain good working relationships at senior level with national delegations to the OECD, with government staff in Member countries, industry representatives and other energy interests including international and regional multilateral organisations.
  • Represent the IEA at meetings and conferences involving senior policy makers and other energy-sector stakeholders.
  • Contribute to the development of the IEA’s policy messages and communications strategy with key stakeholders, the media and the general public, in order to maximise the value, visibility and impact of the Division’s work.
3. Analysis, advice and drafting
  • Manage and lead the programme of in-depth reviews of Member country energy policies and contribute as well to reviews of non-Member countries. Communicate with governments concerning national energy policies; establish and select review teams and participate actively in the examination of energy policies; collaborate with country desk officers in the preparation of the reviews; and supervise the drafting and coordination of the country reports to ensure high analytical quality, timeliness and consistency.
  • Co-ordinate, draft and edit policy and other papers to be presented to the IEA's Standing Committees and/or the IEA Governing Board or other bodies.
Candidate’s profile
Academic Background
  • Advanced university degree or equivalent in a relevant discipline (economics, public administration, science, technology).
Professional Background
  • 8 to 10-years' experience in international relations, foreign affairs and public administration.
Languages
  • Excellent spoken English and outstanding drafting ability in English. Knowledge of (an)other language(s) would be an advantage.
Key Competencies
  • Thorough knowledge of energy policy and experience of political and economic aspects of public-policy making and national and international energy markets.
  • Ability to build and maintain effective working relationships with delegations and government officials of Member and non-Member countries.
  • Proven ability to analyse complex policy issues and to prepare thoughtful analytical papers and recommendations for action in English at a professional level. Capacity to lead a team, under pressure and working to tight deadlines on short- and long-term projects. An outcomes-driven orientation and a proven record of success.
  • Strategic vision and good anticipatory skills, based on experience, in order to identify areas where the IEA can make an effective contribution to the work of policy-makers in member and non-member countries.
  • Demonstrated ability to manage diverse interdisciplinary teams including project management and consensus building skills; experience in selecting, coaching, developing and appraising staff; creating an environment conducive to teamwork, innovation and open communication.
  • Strong diplomatic skills.
  • Proven communication and networking skills. The capacity to work at senior policy levels with Member and non-member countries, to establish senior-level networks with key stakeholders and to be able to communicate effectively with a diverse range of experts from industry, academia and non-governmental organisations.
Contract Duration
Fixed Term appointment: three years, renewable two years
