HEAD OF DONOR COMPLIANCE, DUBLIN
The main function of this position is to ensure that GOAL is compliant to its donor rules and regulations as well as its own internal policies.
The role is to be based at GOAL’s head office in Dublin; with some travel to GOAL field sites.
Primary responsibilities
1. A strong understanding of GOAL’s internal policies & donor requirements:
a. Continually build your understanding of the specific requirements of donors and the type of analysis that they undertake when auditing GOAL’s work with particular emphasis on USAID/OFDA primarily and thereafter, ECHO/EU, DFID, Irish Aid and country specific donors as required.
b. Compile GOAL’s own policy called “Guide to Donors”, through researching the rules and regulations of various donors and using tools already available to GOAL
c. Develop general compliance policy for GOAL including; operating through partnerships and sub-grantees.
d. Compile a donor compliance training pack for use in various field locations and HQ - review existing training materials and tools for the various donors as designed by the previous DCO, also take into account FAQs received from field and HQ offices to date, and consolidate into one resource document.
e. Advise and build capacity of all head office staff in relation to compliance, promoting a culture of knowledge of compliance within the organisation
f. Review and revise donor proposals and reports in conjunction with operations department.
g. Develop a compliance checklist for reviewing contracts
h. Review any additions/amendments to GOAL’s Finance Manual and assess compatibility with donor regulations and input as required to the revision of the Manual.
i. Review the any additions/amendments to relevant sections of GOAL’s Logistics Manual and assess compatibility with donor regulations and input as required to the revision of the Manual.
j. Flag any areas of compliance within GOAL to your line manager
2. Proposal and Grant Agreements Review:
a. Provide technical support in relation to donor compliance requirements across all departments: Finance, HR, Logistics and Programmes, and particularly in relation to proposal development and contract review;
b. Review logistics and finance proposal checklists and ensure all areas of compliance are considered. Provide additional guidance to logistics and finance where necessary when preparing proposals;
c. Once contracts received from donors, review from a compliance point of view.
d. Attend grant management meetings and provide technical support in relation to donor compliance at these meetings.
e. Work with donor liaison officer / business development manager in Dublin on donor management particularly on consortium projects and future donor developments
3. Procurement Compliance:
a. Liaise with HQ, field and roving logistics departments at procurement plan stage and provide guidance on donor compliance regulations; ensure necessary waivers have been applied for and granted before proceeding with procurement.
b. Liaise with logistics desk officers in relation to high value procurement transactions that pass through HQ – ensure compliant procedures, in terms of Donor and GOAL policies, are being applied.
c. After discussions with HQ, field and roving logistics departments provide the final guidance on certain procurement procedures to be applied.
4. Management of Roving Donor compliance officer and field DCO Reporting and Guidance:
a. Manage roving DCO work plan and terms of reference for field visits
b. Ensure appropriate resources allocated to ensuring compliance at all field sites
c. Ensure all field DCO’s are fully aware of their responsibilities and carry these out in line with expectations.
d. In conjunction with the Roving DCO, provide guidance to national DCO’s on work plans for their particular countries.
e. Issue quarterly compliance task lists to the field, review when received and report on field compliance to senior management in HQ.
f. Provide any other guidance/materials required by Field DCO’s.
5. Field Visits:
a. To visit field offices to ensure adequate systems of compliance are in place, as required.
b. To provide training to in-country DCOs and other staff on specific donor compliance issues as required.
c. Assist in the set-up of compliant systems (e.g. HR, procurement) from the outset for new country programmes.
d. Attend and make compliance presentations at the annual Finance & Compliance and Logistics conferences
6. Ad-hoc tasks:
a. Support to COO in Dublin and undertake any other tasks requested by same.
b. Attend donor courses covering all aspects of their rules and regulations
Requirements:
• NGO experience is essential.
• Minimum 2 years’ experience in dealing with institutional donors such as OFDA/USAID, EU, ECHO, etc.
• Experience in performing audits and reviewing controls.
• Training and management skills are required and an ability to work with a multinational team.
• Excellent leadership, interpersonal, motivational and management skills in order to implement change
• The aptitude to conduct research into various donor regulations using various methods/resources.
• Ability to interpret donor regulations and other technical documentation.
• Excellent written and spoken English, communication and training skills.
• Excellent Excel and Word skills - attention to detail is necessary.
• Willingness to travel and work in challenging environments.
