Program Manager- Finance and Operations, West and Southern Africa Division

A substantial portion of our work is in agriculture, enhancing farm productivity and commodity quality and addressing gaps in processing and other agribusiness capacities. Our programs increase smallholder access to new technologies, aggregation and storage mechanisms, markets, critical information and finance. TechnoServe also undertakes structured programs to identify and support high potential entrepreneurs in various sectors through leadership mentoring networks, formalization support, access to capital and development of sustainable business services such as accounting, finance, marketing and human resource management.

II. Program Description:

The West & Southern Africa (WSA) Division is home to some of TechnoServe’s most established successes and bravest innovations. With full country programs in seven countries and additional regional activities in three more, WSA is distinctive for its balance of current country execution and new country growth. Home to TechnoServe’s oldest program (Ghana), as well as its largest (Mozambique), WSA has a forty-four year history of developing, executing and up-scaling innovative programs across a variety of value chains, including cashew, cocoa, cotton, feed grains, horticulture, poultry and livestock, and tourism.

The West & Southern Africa (WSA) Division is seeking a highly motivated, dynamic individual to support the financial management of new and existing programs across the WSA region. The Program Manager – Finance and Operations will serve as WSA’s critical liaison with the Finance Department, in order to promote the timely delivery of high quality services and reporting tools to WSA and its field teams. Primary responsibilities will include the development of cost proposals and budgets, periodic analysis of program expenditure, management of critical donor financial reporting and support of annual budgeting at the divisional and country levels. Other responsibilities will include supporting human resources and managing the divisions’ key document repositories.

III. Position Description:

Program Management and Reporting (45%)
• Ensure the timely delivery of expenditure reports (including variance analyses) to divisional leadership and country directors
• Build field teams’ program management capacity by supporting the development of management tools such as program work plans, charters and financial plans
• Support the Regional Director, Deputy Regional Director and Country Directors in the development of annual regional/country plans and budgets
• Design and manage divisional reporting calendar, send periodic deadline reminders to Country Directors and validate timeliness of submissions
• Support field teams in the timely preparation and delivery of high quality financial reports to donors; provide technical review and copy editing support, when required
• Manage quality control of internal program reporting via the corporate measurement system
• Manage the compilation, refinement and submission of quarterly Program Status Reports (PSRs) for all WSA programs
• Analyze key trends in program impact across the region, including Return on TechnoServe Investment (ROTI)

New Business Development (35%)
• Lead the development of high quality cost proposals (budgets and narratives) in collaboration with WSA New Business Managers and the Finance Department
• Liaise with the Development Division, partners, donors and stakeholders to secure all needed budget templates, guidelines and cost information
• Support proposal managers to ensure the harmonization of program design, proposal narrative and cost proposal
• Support the new business development process from capture through award, as needed

Human Resource Management (15%)
• Contribute to timely and effective recruitment of staff, consultants, volunteers and interns by liaising between the HR Department and divisional team, including developing Scopes of Work (SOWs), vetting CVs, conducting screening interviews, checking references and supporting contracting and on-boarding
• Liaise with HR department to ensure timely delivery of critical HR tools such as new country personnel manuals and annual performance appraisals

Knowledge Management (5%)
• Develop and manage WSA document repository, coordinating with the Development Division and the Finance Department to minimize duplication with corporate libraries
• Ensure capture of key WSA studies, proposals, budgets, contracts and donor reports in the appropriate repository
• Act as WSA Knowledge Champion (K-Champ) and liaise with K-Champs throughout the region to ensure WSA country contributions to online forums, newsletters, etc.

IV. Required Skills & Experience:

• Masters degree in international relations, economics, business administration or other relevant subject required
• At least 5 years of work experience in program management required, with specific experience in budget development and financial analysis preferred
• Experience in international development strongly preferred
• Detail orientation, including strong organizational, analytical and quantitative skills
• Ability to anticipate demand, manage multiple tasks/ projects and meet tight deadlines
• Proven team player with strong interpersonal and cross-cultural skills
• Excellent PC computer skills in Word, Excel, PowerPoint and Internet
• Strong copy editing skills; ability to produce clear, concise and grammatically correct documents
• Fluency in French and/or Portuguese preferred
