Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; and three Technical Divisions, (i) Division of Concepts and Planning, (ii) Division of Information Management, and (iii) Division of Technical and Scientific Services, as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Systems.

The Division of Information Management (SGIM) comprises four sections and provides the Department of Safeguards with services of data processing, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and credible safeguards conclusions.

Main purpose

The Safeguards Information Analyst contributes to the IAEA's nuclear verification mission by conducting safeguards analyses using all the sources of information available to the Department of Safeguards. These analyses are incorporated into annual State evaluation reports.

Role

The Safeguards Information Analyst is a team player, contributing to the strengthened safeguards system by working together with other members of the State Factor Analysis Section to collect and analyse information in support of the nuclear verification mission, and a leader of analytical project teams, addressing specific analytical tasks, advising other Divisions on information collection, processing and analysis.

Partnerships

The Safeguards Information Analyst works closely with staff members at all levels within the State Factor Analysis Section and with all Divisions of Safeguards, guiding the activities of information assistants in the collection of relevant information for the production of analytical reports. He/she works jointly with the State Evaluation Groups in defining analytical tasks, and with staff members in other Departments to increase information flows and to ensure that relevant IAEA information is available to the Department of Safeguards.

Functions / Key Results Expected

  • Conduct analyses of nuclear activities in designated States and disseminate in a timely manner information and analytical results for the State Evaluation Groups. This entails defining the problem, acquiring relevant information, applying the appropriate analytical methodology, documenting the results in a formal report and communicating the results of the analysis.
  • Contribute to State evaluations and additional protocol declaration evaluations for assigned States by evaluating safeguards information, including nuclear material accounting data, open-source, satellite imagery and environmental sampling data.
  • Review scientific and technical information sources for information relevant to the verification mission of the Department of Safeguards. Working together with Senior Safeguards Information Analysts to conduct further research and analysis of the information and produce an analytical report.
  • Lead and participate in project teams in accordance with the requirements of the Divisional annual work plan.

Knowledge, Skills and Abilities

  • Technical expertise:
    • Thorough knowledge of the nuclear fuel cycle and technical aspects of nuclear non-proliferation issues;
    • Knowledge of open-source information collection and processing techniques and familiarity with complex databases and software tools.
  • Analytical skills:
    • Ability to integrate information from a variety of sources and disciplines, including scientific, technical, legal, political and other information;
    • Ability to incorporate the results of environmental sampling, nuclear material accountancy and imagery analysis into an integrated analytical product.
  • Project management skills: Demonstrated ability in handling large projects, including project planning, work assignment and supervision, as well as progress review and reporting.
  • Strong planning and organizing skills to develop, monitor and coordinate the implementation of projects and tasks in a timely manner.
  • Strong interpersonal skills to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.
  • Communication skills: Demonstrated ability to write clear and concise reports, to make effective presentations and to produce well-documented procedures and instructions.

Education, Experience and Language Skills

  • University (or equivalent) degree in sciences (e.g. physics, chemistry,), technology (e.g. mechanical or chemical engineering), or another field of relevance to non-proliferation studies, combined with extensive study of, or experience in, technical non-proliferation analysis.
  • Minimum of five years of working experience in nuclear non-proliferation or safeguards information collection and analysis, or in nuclear research related to non-proliferation problems.
  • Experience in the use of information collection, processing and analysis techniques, including the use of computers, advanced text retrieval techniques and complex databases.
  • Fluency in spoken and written English. Knowledge of any other official IAEA language (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $30 570*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
