UN WOMEN: BUSINESS SUPPORT ANALYST

The Division of Management and Administration is responsible for the planning, allocation and management of financial, human and administrative resources including information communications and technology, the effective and efficient delivery of essential operations services in UN Women, continuous development and improvement in operations, policies, and methods to align with UN Women and stakeholders' evolving business needs and advisory support to the Executive Director in the formulation and implementation of the UN Women overall mission, strategy and plans of actions.

Under the direction and guidance of the Deputy Director Operations, Division of Management and Administration, the Business Support Analyst conceptualizes and actively initiates cross-functional collaboration within the Division necessary to achieve organizational objectives, and provides necessary technical and systems support. S/he is an integral part of Operations and is a catalyst for proactive collaboration across business functions so that staff engaged in different business processes are enabled to participate in concurrent, forward looking, conceptualization and iterative development of business tools to run UN Women operations more effectively.

Duties and Responsibilities

Under the overall leadership of the Deputy Director, Operations, the Business Support Analyst takes the leading role in promoting best operations practices across UN Women functions:

  • Takes proactive and catalytic role in promoting best practices in operations management;
  • Development of an integrated management information platform that enables the Division to provide services effectively within UN Women and to external partners; leveraging existing ATLAS and planned systems and tools;
  • Supports forward looking conceptualization of and, in close cooperation with ICT and subcontracted organizations/specialists, development of relevant information management and reporting tools and processes;
  • Ensure that information and operations applications developed conform to international best practices in management and apply appropriate information technology.

The Business Support Analyst leads continuous improvement of UN Women's management practice by fostering learning, building of knowledge and sharing by embedding it in the UN Women's management systems; taking into account UN efforts on Simplification and Harmonization.

The incumbent is also responsible for developing and fostering key business processes to manage stakeholder relationships, including processes for maintaining frequent and high quality communications with clients/stakeholders and all other affected individuals on their respective areas of responsibility. Using industry standard approaches and methodologies, facilitate review and consolidation of business processes utilized by different Sections into integrated, end-to-end business processes that effectively respond to the business requirements of UN Women staff and external partners, focusing on achievement of the following results:

  1. Analyzing information needs of both staff and external partners, and supporting the gap analysis from an end-to-end process perspective ensuring that the different business requirements are met;
  2. Coordinating with IT specialists to define and link the business requirements to technical information system possibilities;
  3. Promotes consolidation of business processes to ensure integration and coherence from an end-user perspective.

1. Identifies and implements best practice solutions geared towards increasing the effectiveness of corporate reporting and information management

  • Oversees ATLAS process workflows and ensures the operational efficiency related to the core processes and recommends improved systems and procedures to management;
  • Coordinates UN Women's implementation of ATLAS including participating in Change Control Board and Track meetings, coordinating User Acceptance Tests for ATLAS releases, etc. ensuring the new features and enhancements of ATLAS cater for UN Women's business processes and requirements;
  • In collaboration with other UN Agencies, and other functional teams of UN Women, oversees the configuration, maintenance and enhancement of the ATLAS modules and functionalities. Proposes and influences future developments in ATLAS Finance functional requirements with specific emphasis on UN Women's business requirements for improved business results, simplification of transaction and reporting processes and improved client services;
  • Coordinate and manage special projects to design and implement appropriate software tools to support effectively UN Women business processes;
  • Develops or compiles business requirements, translating them into functional/technical specifications;
  • Ensures the implementations of the system solutions, leveraging external resources as well as developing certain solutions him/herself to improve the business processes.

2. Provides and enhances business intelligence (reporting) systems and tools for dynamic monitoring and effective decision support

  • Gathers and analyzes decision support data models required at various levels of the organization;
  • Generates reports emanating from ATLAS in support of trend analysis and planning, policy development, monitoring and oversight of UN Women's Financial and Human Resources decision-making and other operational initiatives as well;
  • Develops/adopts analytical tools such as Snapshot, Dashboard, Oracle BIEE for enhanced oversight and decision support;
  • Develops and enhances UN Women in-house reporting platform/tools to increase reporting efficiency

3. Manages UN Women Business Support Help Desk

  • Manages and supervises the Business Support Help Desk function through implementing ATLAS CRM module or other future Help Desk System;
  • Coordinates and follows up with Un Women Information Systems and Telecommunication Office and UNDP Management Support Center (UNDP ATLAS Help Desk/PS Support) to ensure that UN Women's technical cases are resolved timely;
  • Supervises first level support for UN Women business related issues and ensure complex cases are escalated to subject matter experts for their direct resolution;
  • Oversees and monitors help desk cases and ensures queries are addressed within a standard timeline;
  • Analyzes the bottleneck and major trends of help desk issues and identify capacity building needs

4. Facilitates the knowledge-building and knowledge-sharing

  • Enhance staff capacity and skills of the staff through coaching, training, mentoring and other innovative measures;
  • Coordinate and provide ATLAS training, including training/support missions as necessary, to Country Offices and HQ programme and operations staff;
  • Provide sound contributions to knowledge networks and communities of practice;
  • Performs other coordination functions as required by the Deputy Director, Operations.

FUNCTIONAL COMPETENCIES:

  • Working knowledge of Country Office operations, programming and interactions with HQ functions needed.
  • Knowledge of business processes of a variety of UN level initiatives and emerging business approaches that are (or may become) critical to executing business strategies.
  • Overall understanding of ATLAS (or similar) ERP platform and all supporting processes and integration dependencies.

Required Skills and Experience

Education:

  • Master's degree or equivalent in management information system, computer science, or a related field;
  • Certified PS Query Manager a distinct advantage.

Experience:

  • At least 2 years of progressively more responsible experience in information technology, programme and systems, information and/or financial management; experience in UN Women/ UN finance systems, including ATLAS;
  • Proven track record of managing complex and time sensitive IT projects;
  • Proven experience with projects where technology is a driver for organizational change;
  • Experience in the development of business solutions, client relationship management, project leadership, systems analysis and design, change management, and user management, in an environment of multiple, complex, inter-related systems;
  • Experience in business process design, analysis, and re-engineering;
  • Experience in implementing data transfer packages, monitoring of extract processes that populate reporting databases, and developing programme financial information systems;
  • Experience in preparing technical specification packages;
  • Experience in developing ATLAS Queries and report a distinct advantages;
  • Experience and knowledge of UN Women HQ, Regional, and Country Office operations and business processes an advantage.

Language Requirements:

  • Fluency in oral and written English required;
  • Knowledge of another UN official language is an advantage.
