GENERAL INFORMATION
The Centre is the training arm of the ILO and runs training, learning and capacity development services for governments, employers’ and workers’ organisations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading global provider of learning and training for the world of work.  To this end, we identify, package and disseminate best thinking and practices concerning all aspect of the world of work.
Each year, the Centre runs over 400 programmes and projects for around 11,000 people from over 180 countries.
ORGANIZATIONAL CONTEXT
Reporting to the Director of the Centre, the incumbent will direct and manage the Centre’s learning and training programmes. The incumbent will lead groups of professional and support staff  to  deliver  learning  programmes and products  in  the  following  thematic  areas:  Gender and Rights at Work Employment Social Dialogue and Tripartism, Sustainable Development, Social Protection, Sustainable Governance and Learning.
Functional responsibilities
The Director of Training’s functional responsibilities are:
Strategic leadership and management
She/he will be a member of the management team and, as such, will contribute to achieving the Centre’s mission and objectives in line with the Centre’s Strategic Plan and results-based framework. Working in close collaboration with the Director and other members of the management team, the Director of Training will be expected to ensure the development and the timely delivery of relevant and cost-effective learning and training programmes and products.
She/he will provide strategic advice to the Director on learning policies and practices related to the Centre’s mandate. Specifically, the Director of Training is responsible for:
  • contributing to the overall strategic direction, coordination and delivery of the Centre’s training programmes and related activities;
  • coordinating the work of the various technical training programmes;
  • promoting and coordinating cooperation and joint-programming with ILO headquarters and regions;
  • analysing trends in training needs and developing policies in training and learning-related areas;
  • leading and supporting upstream training and project development;
  • ensuring provision of high-quality learning products and tools;
  • ensuring effective and smooth implementation of the annual work plan, including the achievement of financial and other targets;
  • planning and managing staff and non-staff resources allocated to the training programmes;
  • formulating proposals for the annual budget preparation and for longer-term investment plans;
  • drafting and contributing to the preparation of Board and other official documents;
  • preparing and up-dating financial forecasts;
  • coordinating the preparation of the pricing policy for training activities;
  • contributing to resource mobilization efforts.
Partnership and advocacy
The Director of Training will take the lead in developing and building a network of partners and new stakeholders. She/he will assist the Director to reinforce the Centre’s mission and provide strategic guidance on resource mobilization and the development of new financial and other partnerships.

QUALIFICATIONS REQUIRED

Education
Advanced university degree in economics, education, labour law, industrial relations, public or business administration, social sciences or other related field.
Experience
At least 15 years of relevant work experience in economics, and/or social development, labour law or industrial relations; and/or adult education development, including managerial and supervisory responsibilities, design and development of learning and training curricula and programmes.
Experience of working in a multicultural environment.
Solid knowledge and understanding of global economic and social development challenges, the donor community and the UN System.
Knowledge of the ILO and ILO standards-based values and, capacity to cooperate and interact with ILO constituents are assets.
Languages
Fluency in English with a proficiency level in French and/or Spanish. Knowledge of a third official language will be an advantage.
