Operations Manager (Internal Control), P-3, Dhaka

Purpose: Under the direct supervision of the Chief of Operations, the incumbent is responsible for establishing standards and procedures to reduce illegal, unethical and improper conduct for ensuring these standards are communicated and institutionalized throughout the Office, and for monitoring the Office's compliance with these standards and procedures. He serves the senior management by reporting on the Office's compliance efforts and providing guidance on compliance matters. He will provide a support to other country offices in the Region on risk mitigation measures as and when required. Key Expected Result: Within the context of a large office with annual programme throughput of $80 million and consisting of over 200 staff, responsible for all risk management activities, as follows:
Analysis -Analyze the Office's existing compliance policies and procedures including workflow processes in relation with the local working conditions and recommend measures for improvement.
-Analyze cause and effect of policy changes as necessary and brief the Chief of Operations/Representative on the feasibility and appropriateness to local conditions.
-Policy development and capacity building
-Consider modification of internal policies and procedures to reduce the likelihood that similar violations will occur, and plan the implementation of changes as necessary.
-Development of new internal policies and guidelines if necessary based on a need analysis.
-Design and lead in developing a plan working with Human Resources and others as appropriate for organizing training programs for staff whose functions or responsibilities involve compliance with standards of conduct, including introductory training for new staff and ongoing training for all staff.
-Continuous support, advice and guidance to management and staff.
Implementation and monitoring -Establish relevant control mechanism.
-Monitor compliance with all the operational systems and procedures i.e. workflow processes, activities of all the sections in the office to remain abreast of the status of all compliance activities in all the functional areas in the office and establish relevant internal controls.
-Undertake regular visits to zone offices to establish and/or conduct monitoring and evaluation of systems and procedures and the adherence to rules and regulations, and training and guidance. Prepares trip reports to the Chief of Operations on relevant functional areas.
-Establish a system for uniform response to alleged violations of rules, regulations, policies, procedures, and UNICEF's code of conduct.
-Follow up and reporting
-Advise on disciplinary or corrective actions in response to violations, as appropriate, to senior management.
-Advise the office on proper reporting of violations to law enforcement agencies as appropriate and/or required.
-Follow-up on audit recommendations to make sure they are implemented and deviations previously identified by auditors are not recurring
-Provide support to other country offices in the Region on risk mitigation measures as and when required.
-Ensure accuracy, promptness and appropriateness of information, and reports to the Chief of Operations.
-Provide reports on a regular basis and, as directed or requested, keep the senior management informed of the progress of compliance efforts.
Qualification: Advanced university degree in Accounting, Business Administration, Financial Management, Economics, or directly related technical field(s). Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level university degree, may be taken in lieu of an advanced university degree.
Minimum of five (5) years of relevant work experience in audit, finance management and office administration, some of which should be at the international level.
Fluency in English is required. Knowledge of an additional UN Language (Arabic, French, Spanish, Russian, Chinese) is considered an asset. Working knowledge of the local language (Bangla) is an asset.
