Director General

The Organisation of Eastern Caribbean States is a regional grouping of nine member states established by the Treaty of Basseterre.  The OECS Authority has commenced the search for a highly motivated, committed and dynamic individual to provide inspired leadership to the operations of the OECS Secretariat and advance its strategic interests regionally and internationally while deepening the scope of the OECS Economic Union.
Duties & Responsibilities
The Director General is the chief executive of the Organisation of Eastern Caribbean States and is responsible for the overall administration and management of the Organisation. The Director General is responsible to the OECS Authority and its various Organs and is guided by the Revised Treaty of Basseterre and the OECS Chairman in the execution of the functions of the post.
Specifically the DG is responsible for:
  • Implementation of the provisions of the Revised Treaty of Basseterre (2010)
  • Chairing the OECS Commission and  providing support to all OECS Organs
  • Providing effective long term organisational stewardship upholding the tenets of its unique mission and reputation
  • Providing intellectual and strategic direction to the work program of the Organisation
  • Applying  results based management approaches to effectively monitor and evaluate the use of resources
  • Managing the administrative, finance and other operations of the Organisation and personnel relations
  • Managing and maintaining effective relations with OECS member states
  • Anticipating and actively monitoring long term regional and international developments, consistently seeking opportunities for advancing the OECS mission
  • Managing and promoting harmonious and beneficial relations with regional and international organisations and development partner institutions and mobilizing resources in support of the OECS development agenda
  • Representing, promoting, championing and negiotiating the interests and business of the Organisation
  • Effectively communicating the work of the Organisation to its various stakeholders
Qualifications, Competencies & Skills
Post graduate degree in economics, social sciences, development or related fields of discipline with at least 12 years’ experience in a senior leadership and supervisory position.
The ideal candidate will be an outstanding leader and advocate of impeccable character and integrity who engenders both trust and confidence, possesses high level management experience and a comprehensive understanding of the challenges facing the development of Small Island Developing States. The candidate will possess solid experience with the operations of the key international and regional multi -lateral institutions and development agencies of importance to the OECS.  A proven track record in mobilizing resources would be an asset.   S/he will have a keen understanding of the geopolitical landscape within which the future of the OECS will continue to evolve and in that context demonstrate the ability to develop and maintain new strategic relationships and partnerships.  S/he will have the ability to set and develop organisational strategies and develop clear visions of the organisational future potential and will be experienced in managing multi stakeholder and/or intergovernmental fora. Working experience with similar organisations, internationally or regionally, would be an asset.
The OECS Secretariat is headquartered in ST LUCIA.  The position of Director General is open to nationals of OECS member states and is tenable as of 01 January, 2013.
