Role Purpose:

• To develop a Monitoring and Evaluation (M&E) framework and through it systemise and standardise the effective monitoring and evaluation of ISFD projects in IDB Member Countries to ensure efficiency and effectiveness of poverty reduction projects.

Responsibilities:

• Develop a comprehensive monitoring and evaluation framework including the results framework, key performance indicators (KPIs), deliverables and time frames, as well as prospective Randomized Control Trials (RCT) for impact assessment.
• Assist in conducting research and data analysis in support of ISFD's results framework, including monitoring and impact evaluation.
• Ensure that ISFD Projects and programs have base-line data against which results can be effectively tracked.
• Participate in a variety of projects and assignments associated with the monitoring and evaluation of long-term international development programs.
• Develop prospective evaluation design for ISFD development interventions of substantive scope and replication/flagship potential.
• Develop evidence base for measuring project impact based on best - practice among academic and development independent evaluation methodologies and mechanisms, including randomized assignment, randomized promotion, difference-in difference,discontinuity design, and others.
• Coordinates the procurements of contractors and consultants related to project and program M&E applications and execution.
• Develop mechanisms for the evaluation.
• Record and evaluate innovative practices, processes and policies for potential replication.
• Closely monitor innovative practices, key success factors, degree of success and further areas of improvement.
• Engage in networking with Governments, private sector institutions, NGOs, poverty research labs, philanthropic organizations and individuals.
• Contribute to the database and platform for networking with partners.
• Prepare and present periodical reports to keep the ISFD Management abreast of the latest developments in the business area in general and ISFD project M&E progress in particular.
• Contribute substantively in the preparation of the ISFD annual, and other regular progress reports.
• Assist in the preparation of evidence-based, policy oriented report based on on-the-ground analysis.
• Review technical data and analysis for a public audience, and coordinating regular updates.
• Demonstrate devotion and interest to interact and share knowledge Management and skills with colleagues in the department and at the broader IDB-level.
• Coordinate the production of major/complex reports, which require the successful coordination and integration of input from multi-disciplinary staff.
• Participate in managing information on ISFD website, which include assisting in drafting new content.
• Participate in initiatives at the country and sector level to establish an operational framework and approach to knowledge dissemination and/or development of knowledge products.

Qualification & Experience:

• Master's degree in relevant field.
• 5 years of experience in measuring and benchmarking development indicators using quantitative and qualitative monitoring mechanisms.
• Fluency in English required. Proficiency in additional language of the Bank is preferable.
