Overview
World Education Inc. seeks candidates for the position of Community Mobilization Advisor for a 4 year USAID-funded “Reading for Ethiopia’s Achievement Developed (READ) Community Outreach project. Recruitment is subject to award. Reporting to the Chief of Party, the Community Mobilization Advisor will work closely with the Deputy Chief of Party and technical staff. S/he will provide technical assistance in designing approaches and methods for organizing extensive community engagement in strengthening reading and writing skills of children in primary school, and together with project technical staff will manage the execution of the same. S/he will work directly with national, regional, woreda and school stakeholders, and civil society leaders to ensure program goals are met.
 
Background
Established in 1951, World Education, Inc. is a US-based non-profit organization aimed at improving the lives of marginalized people through education (formal and non-formal) and training, institutional development, and targeted technical assistance.

The aim of READ Community Outreach project is to improve reading and writing skills of children in primary schools in their mother tongue and the English language. The project will work in 1,100 primary schools that use local languages (Amharic, Oromo, Somali, Tigrinya, Sidama, Wolaita, Haidya) as languages of instruction.

Duties and Responsibilities:• Manage the building-up of community and parent support to strengthen reading and writing skills of children.
• Provide technical assistance in the development and implementation of mobilization activities together with communities and stakeholders.
• Provide support in the organization and implementation of community mobilization activities, including trainings, meetings, briefings, parental and child reading awareness raising and information campaigns etc.
• Manage the establishment of social accountability program on reading outcomes and will oversee the creation and implementation of project monitoring and evaluation activities, with participation of parents, community members, and other stakeholders.
• Ensure that the project’s activities are being implemented in a timely and efficient fashion; provide capacity building sessions for project staff.
• Provide capacity building to national and local stakeholders, and partner organizations.
• Maintain excellent working relationships USAID, national and local government bodies, civil society organizations.
• Other duties as assigned.

Qualifications:• Master’s Degree in a relevant field.
• At least 8 years of work experience in social work on community development and mobilization activities in both urban and rural areas.
• A strong understanding of the local political and multi-cultural environment in Ethiopia and knowledge of various community education and mobilization approaches is required.
• Extensive experience in providing capacity building for national and local stakeholders, and other stakeholders, advocacy for change.
• A demonstrated ability to build coalitions among local populations and manage politically sensitive situations and local dynamics.
• Capability to create strong partnerships among all program stakeholders.
• Experience in facilitating collaboration among various types of stakeholders (private sector, NGOs, government, communities, donors etc).
• Ability to fully and effectively communicate, both orally and in writing, in English, Amharic. Ability to communicate in other local language an added advantage.
• Strong analytical and inter-personal skills. Excellent reporting and presentation skills.
• Willingness to travel to project sites extensively.
