Overview
World Education Inc. seeks candidates for the position of Monitoring and Evaluation (M&E) Advisor for a 4 year USAID-funded “Reading for Ethiopia’s Achievement Developed (READ) Community Outreach project. Recruitment is subject to award.  Reporting to the Chief of Party, the M&E Advisor will be responsible for all monitoring, evaluation, and reporting- related activities and requirements of the project. This includes the development of the Project’s M&E framework, the development of a performance monitoring system, overseeing the maintenance of monitoring data collections systems (including developing and maintaining a project data base). S/he will also contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making. S/he will monitor all grant activities and sub-grantees to ensure compliance to USAID reporting requirements.
 
Background
Established in 1951, World Education, Inc. is a US-based non-profit organization aimed at improving the lives of marginalized people through education (formal and non-formal) and training, institutional development, and targeted technical assistance.
 
The aim of READ Community Outreach project is to improve reading and writing skills of children in primary schools in their mother tongue and the English language. The project will work in 1,100 primary schools that use local languages (Amharic, Oromo, Somali, Tigrinya, Sidama, Wolaita, Haidya) as languages of instruction.
 
Duties and Responsibilities:• Design a monitoring system that provides upto date info on project performance.
• Work with other donors and implementing organizations in the Education sector to align the project M&E system to show impact at the systems level and make the system cost effective.
• Develop Performance Monitoring Plan (PMP) and oversee its implementation and periodic revision.
• Proactively seek out data to assist staff and stakeholders in making informed decisions. 
• Develop M&E instrumentation tools for the project as needed (including monitoring data collection forms for program and grantee staff).
• Support and supervise collection and analysis of data for project M&E in accordance with timeframes set in the PMP.
• Develop, implement, and monitor the sub-grant awards and performance monitoring plans and systems for gathering, reporting, and analyzing performance data for impact and sustainability of project implementation.
• Develop an evaluation plan for the program and maintain a program monitoring data base.
• Manage all M&E activities and reporting for the project.  Collect and report on indicators required by USAID.  Measure progress toward achieving project goals.
• Support the documentation of best practices and facilitate the use of such data to drive program design and decision making. Produce information to share lessons learned and for advocacy purposes.
• Provide technical assistance to build or strengthening partner, and community’s capacity for data management, M&E and to monitor improvement in reading and writing.
• Provide information and support in the development of the work plan, quarterly reports and annual reports.
• Work with the project team to ensure  that all program results are included in the PMP and other program documents.
• Other duties as assigned.

Qualifications:• Master’s level or higher degree in Education, statistics or related field.
• A minimum of 9 years of experience designing and implementing M&E systems for international donor-funded projects in Ethiopia.
• Experience in data collection, statistical analysis, qualitative research, and dissemination of results.
• Experience in designing survey and research tools, organizing and delivering training workshops, managing community mobilization and advocacy activities for local non-governmental organizations.
• Strong technical skills in data management, M&E, mapping, and/or assessment.
• Knowledge of USAID system of indicators, results, and reporting.
• Ability to prioritize multiple tasks in a fast paced and complex environment. Flexible and proactive attitude towards problem-solving.
• Willingness and ability to travel frequently to project sites around the country.
• Excellent interpersonal skills and ability to work in a team. 
• Demonstrated ability to build consensus and navigate complex political contexts. Ability to develop effective working relationships with USAID, other donors, national and local government officials, local organizations, other program partners and counterparts.
• Excellent computer skills including MS Office (Excel); strong presentation skills
• Fluency in English and Amharic required. Ability to communicate in other local language an added advantage.
• Strong analytical and inter-personal skills. Excellent reporting and presentation skills.
• Willingness to travel to project sites extensively.
