Overview
World Education Inc. seeks candidates for a Deputy Chief of Party (DCOP) for a 4 year USAID-funded “Reading for Ethiopia’s Achievement Developed (READ) Community Outreach project.Recruitment is subject to award. The DCOP will be working closely with the COP and technical staff and will manage the planning and implementation of project activities. S/he will manage the project staff and to assure timely implementation of project activities. S/he will provide technical assistance in the delivery of the interventions in national, regional and woreda level. S/he will oversee the development and review of annual work plans and budgets; supervising the preparation of reports to meet USAID requirements.
 
Background
Established in 1951, World Education, Inc. is a US-based non-profit organization aimed at improving the lives of marginalized people through education (formal and non-formal) and training, institutional development, and targeted technical assistance.
 
The aim of READ Community Outreach project is to improve reading and writing skills of children in primary schools in their mother tongue and the English language. The project will work in 1,100 primary schools that use local languages (Amharic, Oromo, Somali, Tigrinya, Sidama, Wolaita, and Haidya) as languages of instruction.

Duties and Responsibilities:• Provide program managerial, and financial leadership, working closely with the COP and technical staff.
• Oversee the recruitment and management of project staff.
• Together with the Chief of Party and Technical staff ensure that program implementation is managed closely through the development and use of structured work plans and manage the same to ensure that deliverables are being met.
• Ensure the timely and quality completion of all technical, financial and contractual deliverables.
• Support the Chief of Party to liaise with USAID, Government of Ethiopia, Ministry of Education, Ethiopian NGOs, and other stakeholders.
• Coordinate the project’s interventions in national, regional and especially woreda levels
• Travel to project sites to support project interventions.
• Other duties as assigned.

Qualifications:• Master’s level or higher degree in Education or related field.
• 9+ years’ experience working in human capacity development, civil society strengthening, and primary education.
• Demonstrated knowledge of Ethiopia’s education sector structure, planning, and management
• Experience with USAID project management policies, procedures and reporting requirements as well as host government and other stakeholders.
• Demonstrated experience managing and providing technical, administrative and financial guidance and supervision to a development program.
• Demonstrated ability to manage and motivate staff to work in a cohesive team, operative and well-organized sub-project teams, working with government to deliver on results.
• Strong written and oral communication and interpersonal skills.
• Experience working in the Education sector in Ethiopia preferred.
• Fluency in English and Amharic required. Ability to communicate in other local language an added advantage.
• Strong analytical and inter-personal skills. Excellent reporting and presentation skills.
• Willingness to travel to project sites extensively.
