QGC is establishing one of Australia’s largest capital infrastructure projects to turn our world-class reserves of coal seam gas into liquefied natural gas (LNG). Queensland Curtis LNG, a priority project for QGC, involves expanding our exploration and development in southern and central Queensland and transporting gas via a 380km buried pipeline to Curtis Island near Gladstone, where it will be liquefied. QGC operates the gas-fired Condamine Power Station, the world’s first combined-cycle power station to run entirely on coal seam gas.
Position Summary
The role is located in Chinchilla and will provide a balance of central / temporary control room operation for QGC’s HV Network and on-site field contact / operational coordination during the project phase for HV/MV construction. The proportion of Control room operation will increase as more HV Assets are brought into operation and the main substation projects are completed.

The incumbent will perform a range of duties associated with the safe and efficient real time operation of QGC’s High Voltage Electrical Networks across 132kV/33kV/11kV/6.6kV. 
Key Accountabilities
Core Accountabilities

Position Specific
During the establishment of QGC’s HV Networks:
• Assist in the development of QGC policy and standard operating procedures for the safe operation of all High Voltage (132kV and below) procedures (SOPs) and Isolation Procedures for HV/LV switching
• Provide on-site representation for Operations during substation construction, overseeing SAT, plant / protection testing and commissioning activities for HV/LV equipment 
• Contribute to the setup of operational requirements for personnel operating QGC HV infrastructure, ensuring a performance culture that achieves Operational and HSSE Excellence

The incumbent will take overall responsibility for the safe and effective operation of HV distribution networks at 132kV/33kV/11kV/6.6kV by undertaking: • QGC SAEP Level of Authorisation
• Control safe entry of personnel into QGC substations
• Continuously monitor the condition of all primary and secondary plant necessary for safe and effective operation of the QGC Power Management (SCADA) system
• Prepare, check and authorise the necessary switching sheets for planned / unplanned maintenance, breakdown and project work. 
• Undertake outage coordination, by liaising with QGC Operations, and Electricity Utilities to coordinate the isolation of HV Plant and control systems as per QGC policies, guidelines, procedures and instructions
• Undertake switching coordination, in liaison with the relevant field crews, to isolate items of commissioned plant from the network to allow safe access to that plant. 
• Manage contingencies during forced outages by preparing and executing contingency plans for critical HV plant;
• Proactively manage network conditions brought about by forced outages and emergency conditions in a timely and effective manner to minimise the impact of such outages. Liaise with Electricity Utilities and Gas Production in the restoration process after such conditions. Prepare necessary reports on such outages.
• Managing compliance to National Electricity Rules and Commercial Connection and Access agreements with Electricity Suppliers;
• Remotely operate QGC owned high voltage plant;
• Maintain operational outage and incident databases;
• Develop and deliver relevant training, policy and procedures in HV Equipment Operation; 
Field Interface & Coordination• Ensure communication is effectively managed between Field Operations and expertise in the Brisbane office;
• Continuously monitor, evaluate and communicate organisational capability, assuring technical competencies are met and exceeded; 
• Assist in the evaluation and monitoring of all contractor and third party activities; 
• Assist in the implementation and establishment of Standard Operating Procedures (SOPs) and Isolation Procedures for HV/LV switching 
• Identify and deliver improvements to electrical performance and maintenance needs by taking a hands on approach with field operations 
Will be authorised / endorsed as follows:• SAEP (Senior Authorised Electrical Person)
o Switching Coordinator / Switching Operator / Recipient / Switching Sheet Writer / Switching Sheet Authoriser 
• REP – HV Network
• HV Endorsing Authority – QGC PTW endorsed
• Permit Issuer – QGC PTW endorsed
• Area Owner – HV Network
People Management• The incumbent must abide by company policy in relation to HR policies and procedures such as annual HR cycle and meet deadlines within the appropriate timeframes

Unique Knowledge, Skills, Experience and Attribute
Experience Needed:
 
• Has demonstrated experience in HV electrical distribution operations, preferably with a Transmission/Distribution Utility;
• Proven experience managing effective, proactive and timely communication across multiple shareholders / stakeholder groups;
• Knowledge of the fundamental aspects of HV distribution function and operation; including fault location / finding experience;
• A proven team player within small and large workgroups;
• Experience in implementing and monitoring HSSE policies and regulations in all aspects of business; concentrated on HV Access and Awareness protocol

Knowledge,
Skills and Attributes
• Qualified Queensland Licenced Electrical Fitter / Mechanic
• Queensland Electricity Utility experience highly desirable
• Tertiary Qualifications in Electrical Engineering highly desirable
• Knowledge of environmental Health and Safety legislation and Australian Standards as applicable to the Field Operations of a High Voltage Distribution Network
• Expert knowledge of High Voltage Policies and Procedures to ensure compliance to Electrical Licensing and regulatory conditions;
• Experience in operating procedures, work and resource planning and schedules as it relates to HV electrical distribution;
• In-depth knowledge of all relevant legislation, particularly QLD Electrical Safety Act and QLD Electrical Safety Code of Practice
• Highly experienced in identifying, assessing and managing risks
• Ability to work under pressure and make decisions autonomously
• Strong communication skills (verbal and written) with proven ability to engage with a broad spectrum of people
• Active team player, participating in the attainment of team goals, encouraging and leading continuous improvement;
• Ability to think proactively and widely to solve complex technical problems using innovative solutions

Specific attributes important in this role: 
• The role will be based out of QGC’s Chinchilla’s Central Control Room
• The incumbent will work a 15/13 day back to back fly infly out / bus in bus out roster.
• The incumbent will be based in the Brisbane office for an initial operational familiarisation period on a 5 day working week basis with travel to site where required
• Ability to undertake other occasional domestic travel is required
