Project Manager- Municipal Services and Enterprise Group

Cowater International Inc. is a Canadian private-sector international development and management consulting firm, based in Ottawa with experience managing and implementing projects in more than 60 countries worldwide. We are currently seeking a seasoned Project Manager with varied public sector management experience for a full-time position based in Ottawa.
The employee's primary duties will involve winning and managing projects in Cowater's Municipal Services and Enterprise Group (MSE). MSE focuses its efforts on public sector management, revenue generation and governance issues, with a major but not exclusive emphasis on sub-national governments.
This work will involve identifying new project opportunities, preparing proposals, negotiating contracts and implementing multi-year, multi-million dollar projects on behalf of clients such as DFATD, AusAID, DFID and the Asian Development Bank. For the most part, work shall be carried out by project teams with the employee functioning as Project Manager and fully engaging other Cowater staff and associates as required. In other cases, the employee will be a team member supporting other project managers with the implementation of their initiatives.
Cowater's project work is almost entirely related to projects located overseas. For instance, MSE is currently implementing or has recently completed projects in Indonesia, Nepal, Morocco, Nigeria, Pakistan and the Caribbean. Consequently, frequent travel to such countries is required both for management purposes and for carrying out specific project assignments.
Qualifications
The candidate will be a professional with 15 years of concrete work experience and at least 10 years of experience in the management of large scale development projects from HQ and/or while based overseas. She/he will possess a master's degree in a relevant discipline and proven expertise related to at least one of the following core areas:
  • Urban service delivery management;
  • Local government financial management and revenue generation;
  • Human resources management/development;
  • Public sector reform, change management and strategic planning;
  • Regional or local economic development.
Excellent technical writing skills in English are critical, while an ability to communicate effectively in French and/or additional languages is considered a strong asset.
In addition, the candidate will have substantial overseas experience and an ability to work well with teams from a variety of cultures. The candidate will be a team player with an affinity for working in a fast-paced but collegial environment.
