Economist / Business Performance Analyst

Background
London & Partners is the official promotional organisation for London. We are a not-for-profit public private partnership, funded by the Mayor of London and our network of commercial partners.
We promote London around the world, working in partnership with the Greater London Authority (GLA), UK Trade and Investment (UKTI), VisitBritain and other destination marketing organisations, the London boroughs and many other key stakeholders, as well as our 1,000-plus private sector partners.  We work to attract overseas companies, events, students and visitors to the capital, in order to build London’s reputation and create additional jobs and economic growth for the city.

Purpose of role
  • To analyse the economic impact of London & Partners’ business activities on the London economy
  • To manage a comprehensive schedule of measurement activities to support each business line across the organisation
  • To plan, develop and implement new economic impact measurement models for new business activities
  • To manage a programme of client/partner feedback, to monitor how London & Partners activities influence their business decisions
  • To train and support colleagues from marketing, sales and operations departments to understand how economic performance is measured and monitored
  • To position economic impact measurement in the wider forward looking macro-economic context in order to increase London’s competitiveness
The role requires a proactive and collaborative approach and will work closely with London &Partners’ internal teams as well as external agencies, including national Tourism Boards, UK Trade & Investment and GLA personnel involved in evaluating our activity. 
Key tasks
  • Refine existing economic impact evaluation methods currently in use and keep the models up to date
  • Refine and implement the methodology to measure the reputational impact of our activities, piloted in the FY 2013-14
  • Implement and manage a schedule of evaluation for each business line
  • Develop and manage the evaluation research programme (may include commissioning evaluation research to consultancies and leading primary research) to close knowledge gaps in evaluation methodology
  • Contribute to the business planning process, providing a strong evidence base to guide prioritisation of activities and helping to set performance targets
  • Represent London &Partners externally in all matters of economic impact/performance
  • Develop a reputation as a trusted advisor on all matters of economic impact / performance
  • Establish communication channels with economic opinion formers and thought leaders in London and at a national level
  • Deliver a programme of staff training/education about economic impact and measurement 
Person Specification
The successful candidate will demonstrate:-
Knowledge and experience
  • A strong micro economic background and understanding of approaches to measuring and modelling value for money
  • Demonstrable experience of designing and delivering evaluation activity, applying cost-benefit analysis to diverse publicly and/or privately funded projects or programmes
  • The ability to communicate complex technical concepts and analysis to non-specialists
  • A track record of successful management of economic research, marketing campaign evaluation and consultancy projects
Personal style and behaviour
  • Ability to understand a brief quickly and work at pace to develop solutions to emerging issues
  • Strong interpersonal skills and evidence of effective partnership working with non-specialists
  • Self-motivated, able to work independently and across a diverse set of issues
  • Sound judgement and the ability to maintain an intellectual position under pressure, combined with intellectual flexibility
