Information and Communications Technologies for Development (ICT4D) Specialist II

Principal responsibility:
The Information and Communications Technologies for Development (ICT4D) Specialist II, henceforth referred to as ICT4D Specialist, is responsible for introducing new ICT4D projects at Catholic Relief Services (CRS) Haiti, overseeing existing ICT4D initiatives, contributing to all electronic data collection, management and mapping needs within the country program, proposing budgets for ICT4D projects and promoting ICT4D within the organization. He/she will assume overall responsibility for the successful delivery of ICT4D projects, under supervision and working closely with the ICT4D Manager. In collaboration with the country Heads of Programming, MEAL Country Coordinator and team, the Les Cayes MEAL Coordinator and other programming staff, the ICT4D Specialist will support a wide range of program support initiatives and research activities. He/she will also work closely with the global Architect for ICT4D Solutions, the global Solution Architect and MEAL Country Coordinator, to integrate ICT4D tools across CRS Haiti activities. He/she will also supervise the GIS/Assessment Officer and ensure high quality, appropriate maps are produced.
This role includes but is not limited to: supplying technical assistance to country staff and partners, developing needed databases and systems and providing training and capacity development services. The ICT4D Specialist will ensure that structures are in place in the country program to measure CRS Haiti program impacts and progress, and that M&E data is readily available to be used as a foundation for programmatic adjustments and evidence-based decision-making.

SPECIFIC RESPONSIBILITIES As a member of the MEAL team and ICT4D Unit, the ICT4D Specialist is responsible for the following:
Implementation of ICT4D Portfolio:
• Provides general oversight of all projects in the Country Program (CP) portfolio
• Involved in strategic decision making within individual projects, such as the decision to implement system via custom development or utilize a vendor hosted service
• Directly manage the GIS/Assessment Officer

Provision of Direct Technical Support:
• Provide support for all electronic data collection activities by CRS Haiti, including but not limited to iPods, iFormBuilder, Klipfolio, ArcGIS, DataWinner, mobile phones, etc.
• Work with CRS Haiti program staff to establish ICT4D tracking systems, manage electronic tracking systems, to ensure quality data entry monitoring
• Lead GIS mapping activities and needs throughout the country program; work with the GIS/Assessment Officer and MEAL team to create at least 20 high quality, layered maps in collaboration with the Program staff, each year
• Provide troubleshooting services and support to CRS Haiti staff and partners for resolving ICT4D-related issues
• Provide feedback to CRS Haiti staff on ICT4D systems and procedures in place
• Manage and maintain all ICT4D equipment to ensure it is in good working order – write reports on conditions, as necessary

• Provide ongoing support for the development and maintenance of a countrywide paperless monitoring data collection system

Learning :
• Facilitate at least one ICT4D learning activity in PaP and and one in Les Cayes
• Working with the ICT4D Manager, undertake at least once per year an ICT4D quality assessment, including barriers and factors to successful integration

QUALIFICATIONS and SKILLS
• Bachelor’s degree in Information Technology/Computer Science
• Minimum 7 years relevant experience
• Excellent computer skills (Microsoft Word, Excel, Outlook, Access, SharePoint, ArcGIS Desktop, ArcGIS Online, Web Matrix, etc.)
• Working familiarity with higher order languages such as Java, UML, JavaScript and PHP
• Strong analytical and organizational skills
• Experience working in an international environment
• Ability to coordinate effectively with other departments
• Ability to manage time, prioritize tasks and respond quickly to requests
• Excellent communication, interpersonal and problem solving skills
• Comfortable providing on the job training • Knowledge of international development practices
• Ability to stay abreast of technological developments and the willingness to apply those to the job
