Monitoring and Evaluation Specialist
INTRODUCTION
The Ministry of Women’s Affairs Organizational Restructuring and Empowerment (MORE) is a 3 year project implemented by The Asia Foundation in Afghanistan. MORE’s objective is to strengthen the capacity of the Ministry of Women’s Affairs (MoWA) and the Directorates of Women’s Affairs (DoWAs’) to perform their primary functions and carry out their organizational mandate.
The international Monitoring and Evaluation Specialist will report to the Chief of Party and provide technical advice, overall management and capacity to the project’s M&E unit and for all M&E activities in the project and to ensure that feasible, efficient and useful M&E systems are designed and implemented to also meet all the reporting requirements in the project and to provide meaningful and timely data for use in the project’s overall management.
POSITION DESCRIPTION
• Serve as the key senior-level M&E focal point from the project working in conjunction with other members of the team to provide and maintain the project’s overall strategic vision and goals;
• Supervise the day-to-day work of the M&E staff: oversee and manage the design and daily management of the M&E staff and activities in the project to ensure the project’s data, reporting, and capacity-building needs are met;
• Guide the team to develop, implement, and revise where required the project’s PMP, M&E Plan and approaches to M&E collection processes – strengthen the M&E system;
• Work with the project leadership to link the M&E Plan with the project’s overall work plan;
• Develop and employ a systematic approach to data collection that includes a process for data quality assurance, tested data collection tools, forms, and methodologies for the project;
• Establish a system for periodic internal and external data quality assessments;
• Monitor the data for documenting project performance, ensure data use within the project for evidence-based decision making, and solve data problems if and when they arise;
• Plan and coordinate an internal project mid-term review, prepare and upload all USAID M&E documents;
• Produce written documentation to highlight best practices, project case studies/success stories;
• Represent the project’s M&E interests at meetings with stakeholders/donors;
• Other duties as required.
REQUIREMENTS
• Post-graduate degree (Master’s Degree or higher) in development, economics, statistics or related field and at least 10 years’ work experience in the area of M&E in senior capacity.
• Experience of at least 8 years in managing staff and teams on M&E
• Experience supporting and building capacity and M&E systems of Government officials and Ministry M&E units on M&E is desirable
• Demonstrated capacity in performance management and strategic design at the project level.
• Experience in the design, conduct, and analysis of quantitative and qualitative data.
• Experience in the design and delivery of M&E capacity-building and training efforts and work with colleagues in diverse cultures.
• Experience of USAID M&E processes, developing and managing Project PMPs, TraiNet, Afghan Info and PIRS (Performance Indicator Reference Sheets)
• Strong ability to engage and listen to people and be inclusive in ways of working.
• Ability to work independently and be a self-starter in a fast-paced project environment and to manage various tasks on a daily basis with minimal supervision.
• Strong interpersonal, communication, and diplomatic skills for building and maintaining good relationships with government counterparts and other stakeholders.
• Excellent organizational, analytical, time management skills and strong attention to detail.
• Excellent oral and written communication skills in English and report writing skills.
• Computer literacy with demonstrated use of word processing, spreadsheet, and presentation software (e.g., Microsoft Word, Excel, Power Point).
• Experience with database development and management in Access (or something similar). Experience using statistical analysis software (SPSS, STATA, SAS, or similar)
