Senior Manager, Large Scale Food Fortification Program (Bangladesh)

The Global Alliance for Improved Nutrition (GAIN) is driven by the vision of a world without malnutrition. GAIN is a Swiss based international organization that mobilizes public-private partnerships and provides financial and technical support to deliver nutritious foods to those people most at risk of malnutrition. The organization is delivering improved nutrition to an estimated 700 million people in more than 30 countries, half of whom are women and children.
GAIN fights malnutrition in Bangladesh through innovative and sustainable models that increase access to affordable nutritious foods among communities vulnerable to malnutrition. Through large scale food fortification program, GAIN promotes availability of and access to adequately iodized salt and vitamin A fortified vegetable oil can improve the nutrition level of millions of vulnerable women and children. GAIN has set good models of public – private partnership in order to improve the nutrition status of the country. GAIN is uniquely positioned to be a leader in large scale food fortification program for nutrition among the global health and business communities and is now seeking a Senior Manager – Large Scale Food Fortification Program to drive this initiative in Bangladesh, working closely with the Country Manager as well as with colleagues in GAIN Headquarters.
We are looking for a Senior manager to provide leadership and management oversight to the country office Universal Salt Iodisation(USI) program and Vegetable Oil fortification program, build the portfolio including influencing key decision makers and political leaders, setting the agenda for a pro poor public policy and legislation, building and strengthening strategic alliances and networks.
Responsibilities:
Universal Salt Iodization (USI) Program
• Support existing Control for Iodine Deficiencies (CIDD) business model and make recommendations on enhanced strategy for the USI program, in consultation with the Ministry of Industries, the Ministry of Health, Micronutrient Initiative (MI) and UNICEF.
• Support the institutionalization of a sustainable quality assurance and quality control system for USI in Bangladesh and liaise regularly with GAIN’s QA/QC contractors, regulatory agencies and the private sector
• Work in close collaboration with key stakeholders to support the institutionalization of a project management unit in the Ministry of Industry, and the adoption of a salt iodization agenda and statutory compliances.
• Prepare draft implementation, progress and financial reports, assist the USI Manager (Geneva based) in finalizing.
• Finalize and implement the Bangladesh USI monitoring and evaluation (M&E) plan in collaboration with head office, and oversee data collection and analysis.
• Implement a plan for engagement with food producers, associations, regulatory authorities, and other stakeholders to increase the use of iodized salt in processed foods.
Large-Scale Food Fortification Program
• Provide techno-managerial support to the refined vegetable oil fortification program in Bangladesh in close partnership with refineries and their association, Ministry of Industry, Ministry of Health and other stakeholders.
• Review and monitor program progress, reporting to the Country Manager, Bangladesh, and making recommendations following periodic progress and financial reporting reviews documents provided by the Grantees, make recommendations on requests for disbursements.
• Build networks, alliances and platforms and mobilize private sector champions in and around the food fortification agenda. Build and revitalize the National Food Fortification Alliance.
• Organize national seminars and consultations, and garner political and policy commitment to the food fortification agenda.
• Develop Knowledge Management (KM) products, best practices, QA/QC and capacity building manual for mainstreaming of the best practices on vegetable oil fortification program.
Business Development and diversifying revenue growth
• Work closely with country and HQ team to raise resources, diversify revenue growth and build a robust investment pipeline.
• Work closely with Ministry of Industries and CIDD project on sustainable supply of premix.
• Catalyse actions to build synergy and convergence with Ministry of Health and Family Welfare and leverage resources for the edible oil fortification program.
Skills & Experience:
• 15+ years of professional experience at progressive senior levels in Program.
• Bachelors or Masters (preferred) in international relations, public health, business administration or related field.
• Working experience with the Bangladesh government’s policy makers, researchers, advocates, and other stakeholders in Bangladesh.
• A strong track record of understanding and influencing policy dialogue and implementation to improve program impact. Direct experience in high level meetings and similar settings, in order to advocate, cultivate and negotiate significant partnerships.
• Experience in global and/or national health and development and strong knowledge on the current issues of Bangladesh and the region; Experience in related fields, such as development, communications, leadership engagement and management.
• Knowledge of food fortification, agri business value chain, policy, legislation, budget and advocacy strategies.
• Comfort with multi-tasking and operating in a fast paced, multi-faceted, and multi-cultural environment Strong interpersonal skills and ability to work in a team.
• Demonstrated excellence in communication, research, writing, and analytic ability.
• Keen ability and interest in analyzing data and trends to advocate around appropriate policies.
• Keen ability to understand and analyze legislation, taxation policies, protocols and standards.
• Excellent command of spoken and written English and Bengali is a must.
• Experience of working in the food industry or public health sector in Bangladesh is an advantage.
