Human Resources Advisor

That is why we work together with in a confederation of 17 Oxfam affiliates and Oxfam International.
Due to the rapid expansion of our program in Afghanistan, the implementation of an ambitious decentralisation process and the continuation of Oxfam's global organisational restructuring (SMS), we are looking for a:
Human Resources Advisor (HRA)
40 hours per week
1 year contract

The HRA will advise and support line managers and country office staff regarding all aspects of the development and implementation of an effective human resources system, in line with Oxfam Novib's International HR strategy. The HRA will report to the Oxfam Country Director (ACD) and Oxfam Novib Associate Country Director (ACD) in Afghanistan, as well as working in close cooperation with corporate HR, based in the ON head office in The Hague.
Responsibilities
  • Provide HR technical support and advice to line managers regarding the interpretation and implementation of HR systems and policies in the Afghanistan Country Office (CO);
  • Develop and implement effective induction processes to ensure that all staff are aware of the organisation's values, strategy, policies and practices and develop a system to evaluate the effectiveness of induction processes for ongoing improvement;
  • Manage the recruitment of national staff, facilitate recruitment and selection of short-term consultants and provide input into international recruitments;
  • Manage human resources in the Afghanistan CO, ensuring that all staff have clear objectives, perform their roles and receive appropriate feedback;
  • Promote understanding of Oxfam Novib's performance appraisal system and train management staff to conduct regular performance appraisals;
  • Ensure employee information is complete, regularly updated, stored securely and the confidentiality of personal data is maintained;
  • Develop and implement a training system, including training needs assessment tools, a register of relevant training providers and clear application and selection mechanisms;
  • Develop and implement an appropriate career development system for national staff;
  • Produce regular reports for management on HR statistics to meet CO and HO needs;
  • Liaise with the Security Advisor to disseminate safety and security information to staff, promoting understanding of, and compliance with, all relevant policies and SOPs;
  • Support the CD/ACD to develop and implement HR processes to promote staff health and welfare;
  • Ensure alignment with the Oxfam Code of Conduct and promote staff compliance;
  • Contribute to building the capacity of national HR team members in order to nationalise HR roles in future, in line with the long-term HR strategy in the CO;
  • Promote greater integration and alignment of HR systems between Oxfam affiliates in Afghanistan;
  • Liaise with HO HR staff to ensure efficient information sharing and promote learning.

Essential skills and experience
  • Tertiary qualification in human resource management and/or significant relevant international HR experience;
  • At least four years experience in similar field-based roles, preferably with INGOs;
  • Demonstrated experience supporting organisational change processes;
  • Strong communication and influencing skills, with proven ability to build relationships with a diverse range of internal and external stakeholders;
  • Sound understanding of the needs of expatriate staff in complex, highly-restricted and insecure operating and living environments;
  • Demonstrated experience managing and building capacity of national staff;
  • Demonstrated ability to work under pressure, prioritise competing demands, meet deadlines, and hold self and others to account;
  • Ability to work autonomously with limited supervision, a pro-active attitude and a willingness to adapt working hours during busy periods, as required;
  • Adaptable and resilient, with previous experience of, and willingness to accept, high-risk, insecure contexts, restricted movements and basic living conditions, shared with colleagues;
  • Excellent written and oral English language skills.
Desirable
  • Previous experience in Afghanistan, with knowledge of relevant Afghan labour laws;
  • Afghan language skills - Dari and/or Pashtu.
We offer
Oxfam Novib is committed to providing a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The salary range for this position is set between EU 2,896 and EU 4,456 gross per calendar month, dependent on experience. Additional allowances include 8% holiday, hardship, R&R, pension and comprehensive insurance.
