Field of activity
As in other countries, rule of law is one of the most important prerequisites for a well-functioning society, strong democracy and for economic development in Afghanistan, where several legal systems - traditional law, Islamic law and modern law - exist side by side. After the fall of the Taliban, the country introduced a new constitution in 2004, but so far, its impact has been limited. Many Afghans continue to rely on informal structures as the state‘s legal system has not yet been established nationwide. Existing judicial bodies, such as the Ministry of Justice, the Supreme Court and the public prosecutor‘s office, still do not have sufficient contact with each other.
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Government of the Netherlands, GIZ is helping Afghanistan to enforce the rule of law more effectively. The programme operates in Kabul and Afghanistan‘s northern provinces. It works with the Afghan Ministry of Justice, the public prosecutor‘s office, the police, the Afghan Independent Bar Association, faculties of law at universities, and with the Ministry of Women‘s Affairs at all administrative levels. The programme consists of five components: improving access to justice, building trust between the police and the general population, assisting the police and the public prosecutors, cooperating with law faculties, and promoting the participation of civil society. All the components are geared to fostering equal opportunities for women.
Your profile
  • As head of the programme, you will be responsible for the commission. This includes responsibility for the budget and for managerial tasks. You will manage a team of national and international lawyers, administrators, financial specialists and seconded members of staff;
  • You will steer the five components, which are located in five different parts of the country;
  • You will be responsible for implementing the programme, and for monitoring and evaluating its results;
  • Your tasks will include coordination and cooperation with other GIZ programmes, and with other German and international organisations;
  • Your work will take account of the fact that the constitution is anchored in Islam and in Afghan traditions. Even under difficult conditions, you will manage cooperation in line with human and civil rights, and with the principles of crisis prevention and anti-corruption;
  • You will manage international and national members of staff in insecure regions while strictly observing the existing risk management policy;
  • You will be responsible for reporting to BMZ and for presenting information to German and international policy-makers and to the general public.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in collaboration with the German Federal Foreign Office (AA) and national and international consultants, GIZ has developed a risk management system that minimises personal dangers and risks. Risk management offices staffed with trained personnel monitor and analyse the situation, issue security reports, and advise our colleagues on safety and security measures.
GIZ offers an attractive remuneration package for assignments in Afghanistan, with a number of benefits. In addition to a competitive annual salary, we offer a wide range of allowances such as rent subsidies and lump-sum travel payments. GIZ takes its responsibility vis-à-vis its employees very seriously. We ensure that for every two to three months they spend in Afghanistan, they recuperate for at least a week outside the country. We pay up to three annual allowances for this recuperation period.
We provide thorough preparation for staff in the run-up to their assignment. Briefing arrangements include a general introduction to GIZ, along with measures such as security training, and stress and crisis management, and are tailored to suit the specific assignment.
