International Public Financial Management Specialist

Support for Public Private Partnership Framework Development in Myanmar; Asian Development Bank, Government of the Republic of the Union of Myanmar.
The project aims to support the development of policies, processes and institutional management structures for public-private partnerships (PPP). The TA will provide the Government tools to better direct and balance PPP project outcomes in the short term, and set the stage for more holistic and sustainable national management of PPPs.
The TA comprises the following outputs:
  • Institutional structure for managing PPP projects and finances proposed;
  • Ministry of Electric Power private sector investment management capacity improved;
  • Knowledge of and developments in relation to PPPs shared
International Project Consultants: (Only the experts meeting the set criteria will be shortlisted and contacted)
International Public Financial Management Specialist (3 person-months) 
  • Master’s degree in finance or accounting.
  • Minimum 8 years of practical work experience with national public financial management planning, budgeting and debt management practices. 
  • Work experience in both developed and developing countries required, with a requirement of demonstrated experience in early-stage developing markets. 
  • Familiarity with PPP structures in the public sector context preferred.
