Project Summary:
The Support for Professional and Capacity Enhancement (SPICE) project is a 3-year initiative to support civil society strengthening, citizen participation, gender equity and corporate social responsibility in Sri Lanka. SPICE is a project funded by the United States Agency of International Development (USAID) and implemented by MSI. Its main office is in Colombo with regional offices in Batticaloa.

Position Summary:
The Finance and Grants Assistant will assist the Finance and Admin Manager and the Grants Manager. The position is for a renewable full time one year contract, based on a 40-hour work week. He/she will be based in Colombo with travel to partner organizations within the country.
Responsibilities:
Finance
  • Assist in preparation of petty cash reconciliation, payments and reimbursements. Support in the preparation of financial reports, statements and projections, for submission to MSI.
  • Preparation of travel advance and meals & incidental expenses and settlement of local staff.
  • Assist in Payroll activities and preparation of EPF/ ETF/ PAYE Tax documents for relevant government departments.
  • Maintain list of inventories used by all offices and updated list should be submitted to home office monthly. Making periodic physical verification and random checks of inventories.
  • Support staff, grantees and partners understand and comply with USAID and MSI financial regulations and procedures in collaboration with the Finance and Admin Manager and Senior Grants Manager.
  • Ensure that office procurement and payment follows MSI and USAID procedures.
  • Review budgets for field activities to insure cost containment policies are applied and costs are in line with market value, in collaboration with Sr. Finance and Admin Manager.
  • Support in all administrative and clerical functions related to the financial department
Grants
  • Assist in conducting pre-award assessments of potential grantees to assess financial and accounting systems and determine grant award worthiness.
  • Assisting Grants Manager to complete and update files for all grant activities.
  • Guide the grantees in completing required forms and reports for the grants.
  • Monitor grant expenditures against budget
  • Assisting Grants Manager to maintain the grants tracker and database
Qualifications:
  • A minimum of 2 - 3 years’ experience in financial accounting and/or auditing, preferably in an international development organization.
  • Should have at least intermediate accountancy qualifications with strong computer skills.
  • Fluency in English and one national language required; proficiency in a second national language desired and will be a distinct advantage.
  • A good understanding of and commitment to gender and diversity considerations.
