OBJECTIVES OF THE PROGRAMME :
To reduce childhood morbidity and mortality attributable to vaccine preventable diseases by implementing routine and supplemental immunization activities for children and women of childbearing age in accordance with established technical guidelines. To eliminate measles by 2010 and increase routine immunization coverage to at least 90% in all districts. To introduce new and underutilized vaccines in all countries with demonstrated burden of diseases and as needed.
Description of duties:
Purpose of the Post:
To strengthen Expanded Programme on Immunization Pakistan, which is a high priority as vaccine preventable diseases remain a leading cause of child morbidity and mortality.

Organizational Context:
The incumbent will work under the direct supervision of the WHO Representative/Pakistan and overall guidance of Director, Communicable Disease Control Division, Eastern Mediterranean Regional Office (EMRO) with close collaboration and technical advice and supervision by Regional Adviser/Vaccine Preventable Diseases & Immunization, EMRO.

Summary of Assigned Duties:
The incumbent will perform wide range of tasks including, but not limited to, the following:
1. Strengthen Expanded Program of Immunization (EPI) to reach at least 90% coverage at national level and at least 80% coverage at each Union Council (UC), by:
1.1. Developing district and UCs micro-plans for Reaching Every District (RED) activities.
1.2. Facilitating training and implementation of RED strategy.
1.3. Establishing a reliable monitoring and evaluation system for routine immunization activities and follow up collection, analysis, feedback and use of data pertaining to routine immunization activities.
1.4. Strengthening supervision and monitoring of EPI activities at the provincial, district and health facility levels.

2. Implement measles elimination activities by:
2.1. Planning and implementing measles follow up campaigns in the different provinces.
2.2. Implementing measles lab based case-based surveillance for measles according to regional and national guidelines.
2.3. Establishing a monitoring system for measles elimination indicators after the campaign.

3. Provide technical support for introduction of new vaccines, by:
3.1. Developing Global Alliance for Vaccines and Immunization (GAVI) application for introduction of new vaccines.
3.2. Developing new vaccine introduction plan and necessary guidelines.
3.3. Reviewing registration and reporting forms.
3.4. Conducting necessary training for introduction of new vaccines and ensure smooth introduction nation-wide.

4. Provide technical support for the ongoing laboratory based surveillance of Rotavirus gastroenteritis, bacterial meningitis and other invasive Hib, pneumococcal and meningococcal diseases, as part of the regional surveillance networks.

5. Prepare periodic reports, including GAVI related reports.
REQUIRED QUALIFICATIONS
Education:
Essential: University Degree in Medicine and Master's Degree in epidemiology/public health.

Desirable: Participation in applied research and publication in related fields are desirable.

Functional Skills and Knowledge:
- Demonstrated in-depth knowledge of principles, practices, methodology and techniques of immunization programmes.
- Excellent capacity for conducting training and advocacy.
- Excellent knowledge in analysing vaccine preventable diseases and EPI-related data, synthesizing information and presenting clear and concise conclusions and recommendations for decision making.
- Good understanding of measles elimination, polio eradication with good data management skills.

Other Skills:
Proficiency in MS Office, spread sheets and data analysis.
Experience:
Essential: At least 7 years of combined relevant experience at the national and international levels in applied public health related to immunization programmes.

Desirable: Experience in control of communicable diseases and surveillance of vaccine preventable diseases. Experience with resource mobilization and policy development. Experience in countries in complex emergency.
Languages:
Excellent knowledge of English.

Annual salary: (Net of tax)
USD 67611.00 at single rate
USD 72605.00 with primary dependants
Post Adjustment: 37.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
