Monitoring and Evaluation Officer

PROGRAM BACKGROUND:
International Medical Corps has dramatically expanded its healthcare provision, nutrition and Water, Sanitation and Hygiene (WASH) activities in Somalia in recent years. Currently, this includes the provision of primary and secondary health care services in Mogadishu, which not only lacks health care infrastructure and the provision of essential services due to a large demand and recent departure of key service providers, but also a high concentration of vulnerable Internally Displaced Persons (IDPs). Existing programs outside Mogadishu include an emergency nutrition program in Sanaag region of Somaliland through static and mobile feeding sites as well as primary health care (with focus on reproductive health), nutrition and WASH programming in South Central Somalia region, especially in areas recently liberated by the government and AMISOM forces. International Medical Corps has been chosen by UNICEF as one the few Implementing Partners (IPs) to roll out the Essential Package of Health Services (EPHS). As integral part of this new approach, UNICEF and the Somali Government work with local health authorities and partners across Somalia to strengthen childcare services, safe motherhood, child immunization, enhancing the access to, utilization and quality of essential health services through support to an increasing number of facilities and communities offering a minimum package of care. As part of the Somalia Mission’s strategy, International Medical Corps also plans to strategically place itself in a position to respond to refugee returnees from Kenya, Ethiopia and other regions.
JOB SUMMARY:
The M&E Officer will be 100% based in Mogadishu and will make frequent field trips within Somalia. The M&E Officer will be responsible for developing effective monitoring systems to collect information and analyze trends related to field activities and donor requirements. S/he will be in charge of designing and implementing program monitoring and evaluation systems in coordination with the field technical and operational teams. In addition, the M&E Officer will coordinate with the Regional M&E Advisor on harmonizing regional approaches to data management and evidence building for International Medical Corps’ response. S/he will also be responsible for analyzing, interpreting and communicating information to promote informed decision-making for on-going and future programmatic activity.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Data:
• Conduct data quality assurance activities for key program interventions (water, sanitation and hygiene, nutrition and primary health care);
• Manage and modify country based database to manage cross-cutting sector data;
• Test and implement flexible reporting structures and data collection mechanisms;
• Train technical focal points on the use and interpretation of data.
Assessment and Survey:
• Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders;
• Lead program personnel in the design, implementation and drafting results of household and KAP surveys;
• Design, implement and draft reports for customer satisfaction surveys.
M&E:
• Train and supervise field staff in remote program monitoring;
• Implement program monitoring tools (e.g. PMP, IPTT);
• Lead trainings on program management for upcoming managers;
• Work with program personnel to develop appropriate indicators for programming;
•Monitor activities in collaboration with heads of departments to assure timely and efficient implementation in accordance with humanitarian principles, organizational rules and regulations and donor requirements.
• Develop a year end evaluation of all program components.
Quality Control:
• Establish and maintain feedback mechanisms of program results for decision making;
• Adapt tools supported by International Medical Corps to ensure accountability measures and reporting are integrated in programming;
• Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
Other:
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
• Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
• If applicable, represent the organization in M&E and Assessment Working Groups promoting a positive image
• Perform other duties and responsibilities as required.
Skills & Requirements: • Masters level or higher degree in public health, health information management or a related discipline;
• At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks in the health sector;
• Demonstrated experience designing logical frameworks and results based frameworks and associated performance M&E plans;
• Experience with M&E approaches for donors such as USAID, OFDA, PRM and ECHO
• Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis;
• Experience developing and implementing M&E plans;
• Experience with survey and rapid assessment approaches;
• Experience in database design and other tools for information management;
• Ability to work in unstable and multi-cultural environments;
• Competent in MS Excel, word processing, Power Point;
• Experience using the statistical package EPI-Info. SPSS and STATA
LANGUAGES
• Ability to read, write, analyze and interpret, technical and non-technical documents in the English language
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
• Fluency in written and spoken English is essential;
• Fluency in Somali language required
