Renewable Energy Policy Advisor

Background:
IBIS is offering a position as Renewable Energy Policy Advisor for our programme in Sierra Leone for a period of 2 years with possibilities of extension.
IBIS engagement in Sierra Leone started in 2006 where IBIS started a Complementary Rapid Education in Primary Schools project, (CREPS) project in Kono and the Eastern part of Sierra Leone. In 2009, IBIS established a Country office in Sierra Leone and is currently implementing thematic programmes in both Education and Governance in three Districts in the country.
The Education Programme intervenes in access to quality education, teachers’ professional development, girl’s participation in the education system and governance within the education sector.
The Governance Programme focuses on marginalised people’s involvement in political and democratic processes as well as broader public resource monitoring interventions
The position
The vacancy is posted for suitably qualified applicants to work on the EC funded Promoting Renewable Energy Services for Social Development (PRESSD-SL) project to be jointly implemented by Welthungerhilfe (a German International NGO) and COOPI (An Italian International NGO) in Sierra Leone.
The overall project aims to contribute to poverty alleviation through renewable energy services while promoting low-carbon development with a specific objective of improving and increasing access to renewable, affordable and sustainable energy services for rural poor in Sierra Leone focusing on productive use and scale-up effects. The main IBIS component of the project is focussed on integrating renewable energy at Junior and Senior Secondary Schools; Integrating training on renewable energy at Polytechnic training institutions; and advocating for policies that will support in up-scaling positive lessons from the project and put Sierra Leone on a low-carbon development path. As such, the ideal candidate will combine a background in education, renewable energy and advocacy.
The Renewable Energy/Education Policy Advisor will be based in Kono District with frequent travels to project areas and Freetown, the capital of Sierra Leone.
Responsibilities
  • Coordinate IBIS’ input in the EU Consortium project on Promoting Renewable Energy Services for social Development.
  • Provide technical assistance to Polytechnics and technical training institutes in the area of curriculum development for youth on renewable energy.
  • Provide informal training, technical guidance and support to the course creation team.
  • Advising on how to maximise the use of solar energy for improved educational outcomes.
  • Support project schools to develop small courses on alternative energy and renewable energy.
  • Coordinate with stakeholders within the renewable energy sector creating opportunity to use the project to inform policy.
  • Actively lobby with strategic partners to push for an increased incentives program for solar and renewable energy in Sierra Leone.
  • Work with key partners and academia to publish joint papers and articles, seek speaking opportunities and build relationships.
  • Support in the sector studies, baseline data and ongoing evaluation and evaluation related to the project.
  • Support administratively in coordinating the purchasing, recommendations, and technical support of the technology in a school.
Job specifications
  • Experiences providing technical assistance and designing curriculum with technical institutions in developing countries.
  • Experience in policy and advocacy work especially related to renewable energy or climate change.
  • Proven ability to work effectively with senior government and CSO sector leaders.
  • Experience in capacity development or facilitating organisational change and development, highly desirable.
  • Experience in working with renewable Energy within an African context.
  • Experience of living and working in developing countries is desirable.
  • Excellent verbal & written communication skills.
  • Good relationship-building and highly attuned political awareness.
  • Experience as a lecturer, teacher or instructor is a big plus
  • Candidates must be willing to travel 25% to 50% of the time
  • Requires a Master’s degree in Public Policy, Education, Sociology, or related field.
  • Experience of leading and working in multi- disciplinary teams
  • Experience working with EC funded projects will be an advantage
  • Experience with working with youth empowerment programmes will be highly desirable.

Terms and conditions
Initial contract period: August 1, 2014 – July 31, 2016 (2 years).
The terms and conditions for the position follow ‘Regulations for Expatriates assigned by IBIS’. IBIS’ salary package for category II with a supplement includes a monthly basic salary of DKK 27,034, a monthly pension contribution of 10% of the basic salary and a monthly gratuity allowance of DKK 1,500.00 (payable after expiry of contract).
Furthermore, IBIS offers payment of an allowance to cover expenses in connection with expatriation and repatriation, provides an unfurnished housing, payment of outward and return travel as well as an insurance package.
