The ACTED Amman is the Regional Coordination Office for MENA region. Through the Regional Office, it supports civil society development through a regional program across Jordan, Palestinian Territories, Egypt, Tunisia, and Libya. In addition, the Regional Coordination Office provides support to the MENA region, including operations in Iraq, Turkey, Lebanon, Yemen, as well as those mentioned earlier. This provides the support for the Syrian refugee crisis being responded to across the region.
ACTED Jordan has expanded recently to support the Syrian refugees being hosted both in the communities and four refugee camps. In Za’atari camp where there are approximately 100,000 refugees, ACTED is providing water supply, solid waste management, hygiene promotion, repairs and maintenance, and constructing water supply network; in Azraq with a potential for 130,000 refugees, ACTED is expected to provide (once open) water supply, solid and water waste management, hygiene promotion, and food distributions. Moreover, in the host communities where over 500,000 refugees reside. ACTED is supporting individual vulnerable households as well as whole communities through WASH, Shelter, cash, NFI, and other interventions. ACTED is also a partner of REACH, that provides information management support to working groups and sectors across the region.
The responsibilities for this position include oversight of all activities in Za’atari refugee camp, supported by the Area Coordinator, Technical Coordinators, Deputy Country Director, and Country Director. The direct lines of management include expatriate project managers (Water and Sanitation PM, Hygiene Promotion and Community Mobilisation PM, Water Supply Construction PM and WASH Repair and Maintenance PM). In addition, the position is expected to facilitate external public relations with camp level stakeholders, capacity building of expatriate and international staff, ensuring adequate follow up of all finance, logistics and administrative procedures, and security focal point. The position will also be overseeing field-based program development, reporting, assessment, monitoring, and evaluation activities.
III. Position Profile
The Community Development Project manager will be responsible for ensuring the implementation of the Host Community activities and managing the Community Engagement, Civil Society Development, Early Recovery, and Emergency Response Project Managers that implement each component / project within it. The project manager will work directly with the Host Community Program Coordinator to build ACTEDs host community interventions and cooperate with the WASH Officer in charge of technical program teams (Solid Waste Management, Sanitation, and Water Supply). The Host Community program is rapidly expanding undertaking activities across five northern governorates of Jordan, directly providing support to Jordanian communities that are hosting Syrian refugees and the most vulnerable individuals. ACTED is also expanding activities to focus on building resilience and development for Jordanians and building Community Development Projects targeting conflict mitigation, building resilience of the population, and expanding livelihood opportunities ranging from agricultural support to vocational training and employment opportunities. The position is based in the Mafraq field office.
Summary
The Community Development Project manager will be directly responsible for the oversight and implementation of Community Development Project aspects of the overall Host community strategy including hygiene promotion/community mobilization, civil society development, emergency response, and community engagement/livelihoods. Jordan has received over 600,000 refugees from the Syrian crisis, of which over 500,000 are outside of the refugee camps which is creating a burden on host communities and are vulnerable themselves. As a result, ACTED is supporting host communities across a range of sectors to improve their coping capacities and resilience to this influx. The program targets Jordanian host communities / households, as well as most vulnerable Syrian refugee households.
The position is responsible for the coordination and oversight of a range of projects that contribute to implementing the Host Community Program in northern Jordan. This includes management of the national Project Managers and their respective field teams that will are responsible for the implementation of the programs. Moreover, the Position will be supported by Technical Coordinators in Gender/Community Mobilisation. He/she will also be responsible for ensuring best practices and lessons learned are implemented, and oversight of project cycle management.
Accountability to Communities and Beneficiaries
The Community Development Project Manager is responsible for ensuring that all relations with the communities with which we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, and methodologies. This is the responsibility of every ACTED staff member.
1. Program Management
- Objective 1.1: Implementation Host Communities Programs
The Community Development Project Manager is responsible for:
- Assisting in the development of ACTEDs community engagement, and livelihoods programming
- Directly managing the National Project Managers for each of the projects that contribute to Community Engagement (hygiene promotion, community engagement/livelihoods, civil society, and emergency response), though the exact number could vary depending on project development
- Regularly following up with the Project Managers, Deputy Project Managers, Project Supervisors, and others as required to ensure high quality, timely, efficient and effective project cycle implementation
- Taking responsibility for the PMF, Logframe, BFU and contractual obligations of the Community Development Projects
- Ensure consultation and cooperation with the WASH officer and Technical Coordinator on technical aspects of Host community programs.
- Managing all financial, logistics and administrative requirements are in place in accordance with acted FLAT procedures.
- Draft memos detailing lessons learned and best practices identified during the project – memos will be developed for internal and external partners;
- Liaising externally with partners, and working groups to highlight successes, learn lessons and coordinate ACTEDs programs with other humanitarian organisations
- Liaise with project partners such as local administrations, ministries, NGOs, communities and others where required.
- Objective 1.2: Project Cycle Management Framework
The Community Development Project Manager will ensure that project cycle management tools, including the PMF are developed and regularly updated. He/she will ensure that project implementation is conducted within the parameters of the PMF and that this reflects the proposal objectives.
The Community Development Project Manager shall undertake regular field coordination visits to ensure that:
- Activities are correctly completed across the programs and that expected standards are met;
- Targeted indicators as stated in the Project Management Framework (PMF) and/or Logframe are met in a satisfactory manner;
- Objective 1.3: Management of Project Staff
The Community Development Project Manager shall be responsible for the management of project staff and for ensuring that all field teams are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity. The Community Development Project Manager shall ensure that Project staff are given training and complete all the necessary documentation in line with programme requirements.
- Objective 1.4: Coordination
The Community Development Project Manager shall ensure that he/she regularly meets with the Host Community Program Coordinator, HR, Finance, and Logistics Departments to ensure that support mechanisms such as the Budget Follow Up, Procurement plan, and recruitment are completed on time and reflect operational realities/needs.
- Objective 1.5: Reporting
The Community Development Project Manager shall support the Reporting officer in the preparation of reports to be submitted to Donors / Authorities / Coordination bodies (i.e. host community management body / Internal Coordination). He/she will be expected to provide reports covering activity implementation, achievement of objectives, successes / challenges, beneficiary feedback, etc.
The Community Development Project Manager is expected to provide regular reports to the Host Community Program Coordinator/ Area Coordinator on the progress of the implementation of activities and on observations made during the mission and collaborate closely with the AME unit as part of monitoring and evaluation activities.
2. Program Development
When requested by donors, and under the direction of the Host Community Program Coordinator and in coordination with AMEU, the Community Development Project Manager will assist in the preparation of, and may be expected to conduct, monitoring or assessment activities in the host communities in order to inform the development of new proposals, or for the capitalisation of lessons learned etc. This would be expected to be undertaken in alignment or expansion of the Hygiene Promotion and / or Community Mobilisation strategies.
3. General Functions
- Objective 3.1: Completion of Programme Filing for Completed Projects
The Community Development Project Manager shall ensure all relevant filing is properly organised, up-to-date and complete for all projects. He/she shall, also work closely with the FLAT teams to support project reconciliation / general monthly follow-up exercises.
- Objective 3.2: Commitment to Accountability to Communities
The Community Development Project Manager shall take the lead in the development and implementation of a programme-specific accountability framework to act as a guideline for all programme activities.
- Objective 3.3: Facilitation
The Community Development Project Manager is expected to facilitate trainings or programme coordination meetings by leading discussions. Moreover, he/she shall be in a position to present ACTED’s global and programmatic strategies and activities in host community meetings or for Local Authorities.
IV. Qualifications:
· Masters Degree in international development, project management, or related fields
· At least 3 years of experience in project management in a international relief or development setting;
· At least 2 years of experience in community engagement, civil society, governance, or other related fields
· Arabic language preferred.
· Rapid deployment required.

- Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
