OBJECTIVES OF THE PROGRAMME :
UNITAID's mission is to contribute to scale-up of access to treatment for HIV/AIDs, malaria and tuberculosis for people in developing countries by affecting the dynamics of markets for quality drugs and diagnostics and accelerating the pace at which they are made available.
Description of duties:
1. Coordinate internal audit activities at Secretariat level. Ensure that the internal audit plan is developed, updated and implemented effectively. Coordinate with Internal Audit service provider and WHO's Office of Internal Oversight services (IOS) as needed. Support UNITAID teams and colleagues during the audits. Undertake regular review of status of implementation of recommendations, report and advise accordingly. Suggest needed changes to process and tools used in this area.

2. Serve as focal point on Risk Management for the Secretariat. Ensure that the risk management framework is continuously relevant. Ensure policy, processes and tools are appropriate and in place. Research and benchmark as needed. Coordinate Risk Committee. Maintain UNITAID risk register. Coordinate risk-related action planning. Follow up on activities and results of action plans. Convene meetings with Senior management team as needed. Liaise with Internal Auditors, IOS and WHO Compliance, Risk and Ethics office as needed.

3. Facilitate DFA's coordination and continuous review and further development of the financial management framework especially in relation to policy formulation, performance measurement and reporting .

4. Assist the DFA in all activities related to the Finance & Accountability Committee of the Board (FAC) so that the FAC workplan objectives can be achieved. Activities include planning activities and monitoring progress, researching, benchmarking and drafting documents and reports on both technical and governance topics.

5. Serve as FA focal point on other following cross-functional initiatives. Coordinate initiative on behalf of Secretariat if so decided by UNITAID management. At a minimum, this responsibility involves researching and benchmarking, seeking out and incorporating the FA team's input continuously, drafting plans, notes or reports, monitoring progress, problem-solving, sharing information systematically with relevant persons or teams and coordinating with the Quality Management team when appropriate. Those initiatives include: 1- Fraud prevention , 2- Whistleblowing , 3- Transparency project

6. Play a key role in coordinating workplanning and performance measurement for the FA team. Help organize monthly team meetings so that they can truly enhance team spirit and team effectiveness. Enhance and ensure appropriate reporting and communication to management and the Secretariat as a whole.

7. Support the FA team in other ways : Serve as FA focal point for the uploading and maintenance of FA-related information onto the UNITAID website; assist DFA on the design and conduct of special projects.

8. Other tasks as needed and agreed, including serving as Acting DFA in the absence of the director of finance and administration. 
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree (Masters level or above) in business, commerce or accounting. Accompanied with professional qualification/certification in accounting, audit or risk management (ACCA, CIA, CRMA etc).
Skills: 
- In depth understanding of internal control and risk management
- Ability to scope, design and project manage new and cross-functional initiatives
- Ability to draft policy documents or reports or other documents to be submitted to governing bodies or management teams

Experience:
Essential:
At least seven years of professional work experience in one or several areas of responsibility such as risk, audit, fraud prevention, finance policy. Demonstrated experience in a position requiring interaction with external or internal clients such as in a consulting firm, public accounting firm or internal audit department. Experience in leading projects or initiatives, guiding policy design in areas related to finance and accountability and drafting reports or documents.
Languages:
Expert knowledge of English is required. Intermediate knowledge of French would be an asset.

Annual salary: (Net of tax)
USD 67'611 at single rate
USD 72'605 with primary dependants
Post Adjustment: 108.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
