OBJECTIVES OF THE PROGRAMME :
The WHO Global Service Centre (GSC), Malaysia, provides administrative services to all WHO offices worldwide and supported entities in respect of human resources, procurement, finance and support of corporate IT applications and infrastructure. The aim of the GSC is to provide the swift, reliable , effective delivery of a comprehensive array of products and services covering all these fields. The Global Finance Unit at the Global Service Centre (GSC/GFI) provides high quality financial services for the Organization and supported Entities, covering Accounts Payable, Payments, Travel, Awards, Payroll, Pension, Reconciliations, Analysis and Reporting, as set out in the Service Catalogue. The unit plays a leading role in the continuing improvements, achieving efficiencies and strengthening controls in financial services delivery across the Organization.

The Global Finance Unit at the Global Service Centre provides high quality financial services for the Organization and supported entities, covering Accounts Payable, Payments, Supplier Management, Travel, Awards, Payroll, Pension, Reconciliations, Analysis and Reporting. The Coordinator leads and motivates a large team of over 80 staff to provide the highest degree of professional excellence and to produce high performance results. The incumbent plays an expert role in the Organization in financial services delivery and is consulted by and advises staff at all levels. The incumbent plays a leading role in the continuing improvements, achieving efficiencies and strengthening controls in financial services delivery across the Organization. This position is responsible and accountable for ensuring compliance with WHO financial rules, regulations, procedures and control frameworks in the provision of these services and at the same time, ensuring responsiveness of service in accordance with Service Catalogue. The position ensures that al GSC/GFI services are consolidated into an integrated service delivery platform with key connectors to Human Resources, Procurement, and Programme Management. Financial risks have to be clearly identified with effective mitigating controls operating correctly. The incumbent is responsible for the control environment to mitigate risks in the processing of cash outflows in multiple currencies with an annual value of some $1.8 billion which constitutes 85% of the total cash outflows of the Organization. The Global Payroll and Payments functions are defined as critical business activities.
Description of duties:
Under the supervision of the Director, Global Service Centre, and in close consultation with the Comptroller and Director Finance, the incumbent is responsible for leading a large team of finance professionals that provides global processing, reconciliation, analysis and reporting services for payroll, taxes, pension, accounts payable, travel and expenses, awards and staff accounting. These services are consolidated into an integrated service delivery platform with key connectors to Human Resources, Procurement, and Programme Management. Services are delivered against a range of process/reporting targets and deadlines in an array of standardized processes. GFI provides expert advice on financial services to staff at all levels of the Organization and Partner Entities. The Unit leads change initiatives to optimize financial services delivery and so improve efficiencies, reduce costs and mitigate risk within a robust financial control framework. The Coordinator is a key member of the Centre senior management team, working in close collaboration with other unit Coordinators in Human Resources, Procurement and Logistics, Information Technology and Operations.

- Leads, manages and oversights the GSC/GFI staff (Accounts Payable, Payroll and Awards teams), ensuring that consistent high quality professional financial services are delivered to the Organization in a results-driven, client service-oriented and cost effective manner, in accordance with the Service Catalogue.
- Promotes the highest degree of professional excellence and performance across the GFI teams.
- Promotes a working environment which enables resource optimization and takes advantage of all opportunities to streamline processes.
- Ensures the design and operation of internal controls are adequate to mitigate risks of financial loss and minimizes adverse audit comment.
- Delivers good quality reports on a regular basis to clients, providing actionable information on errors, exceptions, non-compliance, etc.
- Leads complex and challenging business projects to significantly enhance efficiency, business improvement, continuity, information and performance in the delivery of financial services across the Organization, and coordinates change initiatives with Head Quarters (HQ), Regional Office (RO) and Country Office (CO) staff at all levels.
- Manage effective interventions with internal and external audit.
- Coordinates with IT on Global Management System (GSM) and other system changes in the GFI process arena.
- Represents GSC with expert guidance in Budget and Finance networks on administrative matters and advocates for GSC within the Organization.
- Develop and maintain close collaborations to leverage best practices with business partners, including bankers, other UN Agencies and branches of the UN system, IT Support vendors.
REQUIRED QUALIFICATIONS
Education:
Essential:
- Advanced university degree finance or business administration plus Professional Accounting designation such as CA, CPA or equivalent.

Desirable:
- Higher education qualification in finance or business administration.
Skills:

9. Excellent communication skills to present technical proposals in a concise, clear and logical manner to all levels of non-financial managers and staff.
10. In depth knowledge of Oracle financials e-business; HR and Payroll.
11. Excellent IT literacy in MS Office is expected.

Experience:
Essential:

- A minimum of 10 years of progressive and proven managerial responsibility with relevant experience in a large, complex, international organization.
- Use of the financials and HR/Payroll suite of an enterprise resource planning (ERP) system.
- Experience in IPSAS.
- Experience at the international level.

Desirable:

- Managerial experience in a financial Shared Service Centre.
- Having a leading role in at least one full life cycle ERP implementation or upgrade.
- Experience within World Health Organization or United Nations System.
Languages:
Essential:

- Excellent knowledge of English, both written and spoken.

Desirable:

- Knowledge of French, both written and spoken.

Annual salary: (Net of tax)
USD 80,734 at single rate
USD 86,904 with primary dependants
Post Adjustment: 40.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
