OBJECTIVES OF THE PROGRAMME : The Division of Policy and Governance for Health and Well-being (PCR) leads the implementation of the Health 2020 - the European policy framework supporting action across government and society for health and well-being. It supports national and sub-national health policy development in countries and provides strategic and technical leadership on governance for health and health equity, in particular on the social determinants of health, gender, human rights and vulnerabilities. Health 2020 consultants will form an integral part of the WHO package of support to Member States for implementing Health 2020. | |
Description of duties: Under the supervision and guidance of the Director of the Division of Policy and Governance for Health and Well-being and the Programme Manager for National Health Policies, the consultant will have the responsibility to support the WHO Regional Office for Europe with the provision of technical assistance to countries as requested by Ministries of Health. The consultant is expected to advise on the process of development and implementation of policies aligned to Health 2020 as well to provide input and review draft policy documents and contribute to capacity building exercises. Special emphasis will be on inter-sectoral national health policies and whole of government and whole of society approaches to health development. | |
REQUIRED QUALIFICATIONS | |
Education: Avanced university degree in medicine, public health, health policy, social science or health administration and management. | |
Skills: Knowledge of the core WHO documents is essential including Health 2020 and policies and strategies and core studies relating to the social determinants of health, health systems and public health, governance for health and non-communicable diseases. Proven skills in health policy development with emphasis on involving different sectors and civil society, addressing equity and the determinants of health, lifecourse and public health approaches and building capacities. In depth understanding of political, social and health systems of countries of the European Region. | |
Experience: Sound experience and skills working internationally and advising European Region countries in the fields of health and public health policy. Operational understanding of modern public health concepts and approaches. Experience in health policy development with emphasis on involving different sectors and civil society, addressing equity and the determinants of health, lifecourse and public health approaches and building capacities. In depth understanding of political, social and health systems of countries of the European Region. | |
Languages: Excellent knowledge of English is essential. Russian language skills are highly desirable. | |
Additional Information: The consultant is expected to be available for an initial 2 day training at the WHO Office in Copenhagen and be available to work for countries for periods of no less than four weeks over the years 2014 and 2015.
