OBJECTIVES OF THE PROGRAMME :
The overall objective of the programme is to support policy dialogue on national health policies, strategies and plans in five West African countries (Burkina Faso, Cape Verde, Mali, Niger and Senegal) for more improved and equitable health sector results.
Description of duties:
The Senior Experts in country health sector policy dialogue will facilitate and support, the following domains:

Health policy dialogue Senior Expert based in Mali

The incumbent will report to the IST/WA Coordinator and the WHO Representatives (cape Verde, Mali and Senegal) as first level of supervision and to the AFRO Health Systems Division Director as second level of supervision.

He/she will support the policy dialogue in health sector in Mali, Cape Verde and Senegal in providing direct and remote technical support to the two countries. He/she will elaborate a year technical work schedule according to the three country roadmaps (attached) and major events in the health sector. The incumbent country presence in each of the two other countries (Senegal and Cape Verde) should not be less than 20% of his/her working time. This work schedule (including duty travel programmes and technical support content) will be submitted to the supervisors every year and readjusted every term according to country needs.
He/she will provide technical support to WCO on policy dialogue facilitation in Mali, Cape Verde and Senegal and his/her duties will cover the following domains:



In Mali
-Supporting and facilitating the country institutional capacity to develop and implement the sector ten year plan (including related costing and budgeting activities)
-Supporting and facilitating the sector performance Monitoring and Evaluation systems (the Joint Annual Reviews (JAR), Middle Term Reviews (MTR), etc.) including strengthening the sector institutional capacity in this area
-Supporting and facilitating the policy dialogue process and partnership building at district, regional and central levels


In Cape Verde
-Supporting and facilitating the strengthening of the sector planning process, costing and budgeting
-Supporting to set the health sector coordination mechanisms at all levels and facilitate the sector performance Monitoring and Evaluation systems processes (the Joint Annual Reviews (JAR), Middle Term Reviews (MTR), etc.,
-Supporting and facilitating the development of the country health sector national COMPACT, its implementation and follow up
-Supporting and facilitating the capacity strengthening on health financing reforms for universal coverage
-Harmonization with the delivery as one UN (DaO)
-Strengthening of the financing system which was started with WHO / LWO, Health Observatory

In Senegal
-Supporting and facilitating the dissemination of the country Universal Health Coverage strategy
-Supporting and facilitating the country implementation and follow up of the country national COMPACT in health sector
-Supporting and facilitating the sector performance Monitoring and Evaluation systems (robust and holistic situation analysis, the Joint Annual Reviews (JAR), Middle Term Reviews (MTR), etc.) including strengthening the sector institutional capacity in this area
-Supporting and facilitating the multi sector approach in health sector (better and more contribution to the sector financing programme, health care provision system, etc.)
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in medicine, public health or economics.
Skills: 
-Technical expertise in planning, monitoring and evaluating health systems;
-Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries;
-Demonstrated ability to analyze political contexts and interact and negotiate effectively with multiple interests at the political level;
-Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, inter-country and staff at country level;
-Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing;
-Ability to plan, analyze data and design studies;
-Ability to monitor and communicate progress in terms of process and results;
-IT Proficiency.

Experience:
Essential:
-Minimum 10 years experience in policy, planning, managing or developing health systems, including at least 5 years experience at national level, and at least 5 years experience in low- or middle-income countries.
-Proven ability to interact effectively at the political level with multiple high-level stakeholders.
-Experience at the international level.

Desirable: Relevant experience in WHO, UN or other international organizations
Languages:
Languages: Excellent knowledge of French required with a good working knowledge of English.
Annual salary: (Net of tax)
US$ 80,887 at single rate
US$ 87,069 with primary dependants
Post Adjustment: 49.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
