OBJECTIVES OF THE PROGRAMME :
Purpose of the Post:

To provide advice and guide the team of HR Assistants in the area of staff development and learning.

Objectives of the Programme:
The objective of the Human Resources Services in EMRO is to ensure that competent and motivated workforce is available to deliver programme activities in accordance with the WHO global mission. This is achieved through provision of sound advice to the management, HR planning, job design and classification, recruitment and selection, administration of contracts, staff onboarding, development and learning, performance management, career and mobility management, and management of staff relations.
Description of duties:
Organizational Context:

Under the direct supervision of Head, Administration and Staff Development, and overall guidance of the Regional HR Manager, the incumbent will lead the team of three staff members.

Summary of Assigned Duties:

Coordinate the assessment of staff development and career support needs, design training needs analysis tools, based on identified needs, oversee the development and implementation of the Regional Staff Development and Learning (SDL) Plan.

Coordinate the implementation of the Regional SDL plan against set budgets;

Evaluate effectiveness and impact of staff development programmes. Prepare periodic reports in relation to implementation of SDL Plan.

Develop an outline of the Induction training for the Region and conduct trainings.

Liaise with HQ/SDL, draft comments on proposed global policies and initiatives, negotiate with HQ on SDL funding.

Convene meetings of SDL Committee, facilitate and document discussions.

Analyse quality of training institutions within the Region and create a network accordingly

Coordinate the implementation of electronic learning tool (iLearn) and Global Management Development Programme (GMDP)

Manage other projects related to staff development and learning as applicable.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Human Resources Management, Human Resources Development, Public or Business Administration, or related area.
Skills: 
Competencies: WHO global Competencies model at http://www.who.int/employment/competencies/en/

3) Creating an Empowering and Motivating Environment

Functional Skills and Knowledge:

- Good knowledge of human resources management and staff development/learning theories and best practices in a multicultural environment;

- Good analytical skills and demonstrated ability to formulate policy and procedural guidelines

-Tact, diplomacy and discretion; strong client focus; Integrity and sound judgment.


Experience:
Essential: At least 2 years of relevant experience in HR management with some experience in HR Development/ Learning.

Desirable: Experience in one of the UN organizations. Experience in working in/dealing with field missions..
Languages:
Essential: Excellent knowledge of English.

Desirable: Knowledge of French will be an asset.
