Team Leader - Senior Institutional Development Expert

KMOP is looking for a Team Leader - Senior Institutional Development Expert in Social Policy for a Social Services Decentralisation project in Kosovo with the following profile/qualifications:

1. Qualifications and skills

A Bachelor's degree in social, economic or political science or other relevant discipline or  6 years of relevant professional experience. A Master's degree and/or a PhD in any of the above fields will be an advantage.

2. General professional experience

At least 15 years of professional experience in the social sector (in addition to the years of professional experience required for cases when the expert does not have a Bachelor's degree as referred to under section 'Qualifications and skills').

3. Specific professional experience

- Experience in leading teams gained in the public or private sector or in donor funded projects in at least 3-4 projects in the social sector 

- Experience in managing reforms of a social protection system,  institutional development of the social service sector and capacity building support to social service institutions gained in at least 2-3 projects, implemented in countries covered by article 19 of IPA regulation

- Minimum 12 years of professional experience in the field of social services.

The total number of working days is 425 and the duration of the assignment is until  September 2016.
