The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position ofCommunication Officer EUROMED Migration IV.
The EUROMED Migration IV, a project funded by the European Union (EU), aims to implement a comprehensive and shared approach to strengthen effective dialogue and cooperation on migration, mobility, international protection and asylum between EU Member States (EU MS) and European Neighborhood Instrument South Partner Countries (ENI SPC). To this end the project will provide a comprehensive, constructive and operational dialogue and co-operation framework, with particular focus on reinforcing regional and national instruments and capacities to develop and implement evidence-based and coherent migration and international protection policies and actions. The project will work around two main dimensions, namely 1) regional dialogue and cooperation and 2) capacity building and small scale actions. Horizontal and cross-cutting activities will support both dimensions, with particular focus on communication and regional actions, especially in the perspective of contributing to the dissemination of balanced information for a more positive narrative on migration.
The EUROMED Migration IV takes an inclusive approach and, in addition to government authorities as primary stakeholders, civil society representatives (private sector, trade unions, universities, local NGOs, media, migrants’ associations and all other relevant actors emerging from civil society) will be involved during all phases of the action.
The Communication Officer will be working within the ICMPD Directorate Southern Dimension. The overall strategic oversight and steering will be ensured by the Programme Manager for the Mediterranean Region. The Communication Officer will report to the Project Manager, and work closely together with the Knowledge Manager. The Communication Officer will support and advise the Project Manager, as well as the Knowledge Manager and the Programme Manager, and ensures that they are informed of all developments in relation to the communication and visibility component of the project.

Tasks and Responsibilities

The Communication Officer will have a transversal role and will be responsible for developing and implementing the Communication and Visibility Plan of the project. S/He will ensure that the visibility of the project is achieved through various means and tools, notably through social media. S/he will also be in charge of the daily management of the various project communication and visibility tools, i.e. website, Twitter, Facebook, LinkedIn, etc. Furthermore, the EUROMED Migration IV will have a strong focus on contributing to a better general understanding of migration. In this regard, the Communication Officer will be responsible for supporting the elaboration of the Regional Communication Plan and the Regional Communication Actions, aimed to better inform and influence a change towards a balanced narrative on migration for an audience outside the circles of migration professionals.

To this end the Communication Officer’s tasks include, but are not limited to:

Overall Communication Management

  • Understand the complex knowledge generated by the different project activities and its place in and contribution to the overall migration debate;
  • Regularly consult and work with both the Knowledge Manager and the ICMPD Communication Officer;
  • Advise Project Manager and Programme Manager on communication matters;
  • Lead the development of the Communication and Visibility Plan of the project and support its implementation;
  • Establish an in-house and outreach communication management strategy;
  • Develop and manage the necessary in-house and outreach communication management tools;
  • Develop and manage the necessary networks and relays in social, multi- and hypermedia so as to ensure the greatest and most efficient outreach for the project;
  • Under the supervision of the Project and Programme Managers, and in consultation with the ICMPD Communication Officer, ensure that knowledge generated is fully fed into the project’s communication actions and is communicated to other relevant initiatives and frameworks, and beyond;
  • Draft press releases and develops all relevant communication material;
  • Manage the production of the communication outputs in a timely fashion in line with work plan developed by the Project Manager.

Communication Quality Management

  • Develop, together with the Knowledge Manager, methodologies to efficiently identify, compile, and communicate high added-value knowledge from all project activities;
  • Coordinate and supervise external experts, and in this process, in consultation with ICMPD Communication Officer, ensure quality-check and review of the project communication outputs according to the quality standards established together with the Project Management Team;
  • Lead the development of a Regional Study on Communication on Migration;
  • Identify and formulate opportunities, challenges, lessons learned and best practices at project level;
  • Produce analysis and reports in line with knowledge generated and topics addressed by the project.
The Communication Officer will carry out other related tasks, as assigned.

Qualification and Experience

  • Advance University degree (Masters) in relevant discipline, such as communication, multi and hypermedia, external relation, political science;
  • Minimum of 4 years of relevant professional experience with particular focus on communication;
  • Proven experience in developing communication strategies and creating and managing subsequent communication tools;
  • Good understanding of migration and EU-Mediterranean cooperation frameworks is an advantage;
  • Strong communication and representational skills as well as cooperation abilities;
  • Excellent interpersonal skills and team spirit;
  • Fluency in French and English; knowledge of Arabic is a key advantage.
