Deputy Chief Of Party: Operations, Mozambique

Chemonics seeks a deputy chief of party for operations for the anticipated nine-year, $350 million to $400 million USAID Efficiencies for Clinical HIV Outcomes (ECHO) project in Mozambique. ECHO is dedicated to reducing HIV mortality, morbidity, and transmission while strengthening the capacity of Mozambique’s Ministry of Health to deliver high-quality HIV/AIDS services across the continuum of care. ECHO’s goal is to enable the government of Mozambique to achieve control over the HIV/AIDS epidemic by 2020 in provinces where USAID is the primary clinical-support partner. The deputy chief of party for operations functions as the chief financial officer and the manager of all the contract’s financial aspects. The successful candidate will function as the principal point of contact with USAID in financial areas. This position is based in Beira, Mozambique. Responsibilities include: 
  • Oversee and manage project operations in areas including accounting/finance, human resources, logistics, procurement, and subcontracts and grants 
  • Develop finance and operations systems and internal control measures for the main project office and any regional offices to ensure the project complies with U.S. regulations and Chemonics’ standard corporate field-accounting policies 
  • Ensure support teams — including administration, finance, and logistics teams — function efficiently to advance project implementation 
  • Prepare budgets for annual work plans and financial reports for USAID/Mozambique 
  • Supervise and build the capacity of local finance and operations staff 
  • Conduct internal and coordinate external financial audits 
  • Participate and engage in management meetings and maintain positive relationships with government and Ministry of Health officials, project partners, and implementing partners
Qualifications: 
  • Advanced degree in public or business administration, finance, or a related field; a record of 10 years of experience managing grants or contracts of a similar scope and budget may substitute for an advanced degree 
  • At least eight years of experience managing grants or contracts of a similar scope for private sector institutions, universities, international NGOs, or other organizations 
  • Experience fiscally managing all aspects of at least one large, multi-million USD contract funded by an international donor 
  • Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities 
  • Demonstrated leadership, versatility, and integrity 
  • Strong speaking and writing skills in Portuguese and English
